A meeting of the creditors of the Commercial Bank is to be held on the 14th inst, when a dividend of 30 per ct. will be made on allclaims against the institution. ‘The march of eventain New Orleans is such as to lead to the belief that the late scenes in Cinginnati a about to be re-enacted in thatcity. Bank corruption has reached a degree ef audacity that it is to be feared will not much longer be tolerated by the peeple. Hitherto the community has looked with anxious expectation for some movement on the part of the Legislature to render them justice. It is however becoming too evident that the debts due by the Legislators themselves to the Bunks are toe large to permit of any sction contrary to the will ofthe banks. Ifthe Legislature adjourn with- out compelling a resumption, an out-burst of popular in- dignation may be expected. Immense failures have re. cently taken pluce in New Orleans and the river citi arising from the great fallin the prices of western pro- duce, which have caused the bankruptcy of one half of the commission merchants, by leaving uncovered their advances to the western dealers and planters. The Pre- sident of the Commercial Bank and one half of the di- rectors have gone down among numerous other houses, followed by those in most of the river cities. The losses by these failures fall upon the banks and are concealed under the cloak of suspension. The cliques of indivi- duals that control the institutions alone derive any be- nefit fromthem. The Merchants’ Bank is an instance. That institution has fortwo years not discounted ove dollar, except for E. Yorke and J. Minturne. That in- stitution, it will be remembered, was sold by the United States Bank, under the direetion of Lippincott & Co, to E. Yorke, nephew of Lippincott, and J. Minturne fer 76000. The bank hed in its vault, at the wme of sale, $889,000 im specie, according to the terms of its charter, which preseribe that the institution shall always have on hand one-third otitscapitelin specie. This specie was pledged with the institution for loans whecewith to pay for the pur. chase. Among the assets were 2300 shares of the Canal Bank of New Orleans, These were pledged with the Canal Bank, for a loan at 50 ceats on the dollar,amount- ing to $116,000. The balance was drawn on two Cincin. natibaaks, The drafts were drawn by Taylor, Gard. ner & Co,, endorsed by Adams & Whitall, and by Charles A. Jacob. Adamsis the President ef the Union Bank, and Jacobs is one of the directors, and that institution discounted the bills which have been and will be re. newed ad infinitum. These means of raising money to buy the Merchants’ Bank may be summed up as follows : Discounted my toto s Bank on pled, pecie in its own vaults, 4 Galt Bank on of its own stock, 23, «“ “ Union Bank, Total purchase money., ‘The discounts at these banks are renewed and tenew able every 60 days, by paying the interest. The Mer- chants’ Bank issues no notes, and discounts all its depo- sites to Yorke and Minturne. This is a pretty good sam. ple of banking in New Orleans. The City Bank, under the direction of SamuelJ.Poters, who has well earned the soubriquet of the Biddle of the South,” hes ierued an edict forbidding any stockholder or even diracter of the institution frem seeing the stock book in New Orleans or in thia city. We apprehend that it is high time for the stockholders to hold a meeting ana intimate to the “ Southern Biddle” that itis time for him to resume or evacuate. New Orleans being the head quarters of the great stople, cotton, it is ofthe highest importance to the whole Union that fizanciel affairs in that quarter should beconducted at least with common honesty, The following is the return of the Depart- meat to the Ist inst, showing the amount of Treasury Notes redeemed and outstanding :— Rarvan or Taeasuay Notes ow Fesavany 1,1941. 48 com- PARED WITH JanuaRy 1, AND WECEMBER 8, 1941. Issues of Fel barn tt Total returned. New notes paid out. Increase outstanding Treasury Notes... ...$243,704 ‘The unpaid claims upon the Government may be estima- ted as follows :—The monthly expenses are 82,500,000; the Tressury Notes paid out have been mostly in redemp- tion for others falling due. On the ist of January, 1842, there was a deficiency of $600,000. The account will then stand as follows Deficit Jan.1..... jy expense... Paid by Treasury Note coessssecseesseeses 100,008 ‘Total unpaid claims upon the Government Feb. 2st, $2,960,000 A large portion of these claims were paid en the lst inst.by issues of the newly authorized emission of Trea- sury Notes, to which we referred yesterday, but which do not make their appearance in the return until the :st ofnext menth. The unpaid claims, included in the amount consist only of the current expenses, such as the bills ofthe beef and pork and other contractors, that have been several months over due, the pay of Congress, govern- ment officers, army end navy, &., which are all in a1 rears, and likely to continue so, fromthe present appear- ‘ance of affairs in Congress. It isan undisguised fact, that the expenditures of the Government are at this time far above its revenue. It therefore becomes of the highest importance to increase the one, and to reduce the other. Thus far, however, instead of reducing the expense, tue only anxiety seems to be now to increase it. At the ex tra session ofJast year, held ostensibly to relieve the financial difficulties of the country, the expenses were increased $5,500,000, and instead of raising money legi- timately, the proceeds of the public lands were given away with one hand, and with the other was authorized aloan of $12,000,000, which the Executive was rnable to perfect. The Tressury is now Bankrupt in every part and branch without prespect of renovation, even by the poor expedient of borrowing. It is evident that the creditcfthe country requiresthree measures to be adopted without cavil or delay ; first,to call back the land revenues, second, to reduce expense, and third to levy duties sufficient to make up the deficiency, and to discharge existing debts, The two first we opprehend can meet with no opposition from any person of inte- grity. The last is equally requisite, but requires more deliberation in the details. The value of goods im- ported must for thefuture be very much reduced from the average of former years, principally from the state of the curreacy and credit, which .will mot permit of any goods being purchased and consumed without the meansof paying for them. The means of purchase con aist in the ssles of produce from the aggregate of which must be d-dactedthe amount of interest and principal due abroad yearly to holders of eur Stocks, State ond €orporste. in former years the proceeds of loans made in Europe were received in this country in the shape of foreign goods, from which the government derived a large revenue. That process is now reversed, and the amount of geods imported in return for sales of exports will be reduced tothe amount of debts yearly paid abroad ‘say from 10to 15 millions. The progress of resumption and by consequence a reduction in the inability to sell goods in this country, willhave a great effect upon the revenue, and will render increased duties necess. - Fy, and it snould be promptly attended to. ales at the Stock Exchange. alse aszasdicsusengatas 3 H i [ 3 = z x a F ong Island RR Philadelphia Cattle Market, Fray, Fen. 4th —Saces or Cartier vom the Wern— 600 head of Cattle were offered, principally western beeves.
