Philadeiphii [Correspondence of the Merald.] Pucapeveata, Jan. 23, 1542. A Grand Flare Up at tarrishurg—Rumorid Gen- eal Dismissal of Officers—Girard Bank, Sc. Dean Besnerr:— News reached this city last night,from Harrisburg, that the Governor had most uncerimoniously dis- missed Francis R. Shunk, Esq , one of the best offi- cera, and most amiable men connected with the State Administration, from his office of Secretary of the Commonwealth. This news was accompanied with the further information that the Governor had intimated his intention of making a clean sweep of the balance of officers within his reach. As might have been expected, the greatest consternation pre- vailed;’ and not a little anathema was vented upon the Governor by the numerous and ardent friends of the Secretary. The cause of the misunderstanding and rapture was, that the Secretary, whose exclu- sive prerogative it is to have the laws printed would not accede to employing for that purpose certain persons which the Gevernor, by writing their names on a slip of paper, intimated that he should employ. As{a high minded honorable man should, the Secre- tary scorned the arbitrary dictation, and, of course, without a moment’s noiice, or the slightest previous intimation of the kind, had notice to quit. There is much alarm exhibited among the recipients of small favours at the capital, andas much shaking as though the man-with-the-poker was really upon them. The Hon. Anson Parsons, itis said, has been of will be appointed Secretary in Mr. Shunk’s ace. I frequently wonder wiy it is, that none_ of your correspondents from this city speak out fearlessly and truly of the tottering condition of the Girard Bank. The price of it has gradually dwin- died away to $9, and it is abundantly apparent, that it is fast verging to the same vortex of ruin—the same slough of despond, in which its fellow in culation and stock gambling, the United States unk, has beenlying for months past; and yet, no voice is raised to warn the public of their danger— which public will, one of these days, be caught nap- ping to the tune of a few millions. When the other banks, and the brokers find themselves sufli- ciently out of the woods, they will let her drop like ahot potatoe. Stick a pin at this prediction. There was a “ Weetar party” last week, or rather an imitation one, for these things are not done like “ they used to was,” of which I may some of these cays furnish you a brief account. ours, Crise. The great mass, whenjthey entered the political field ia good earnest, were actuated by virtuous and honor- able intentions, however much they may have been deceived by the cry of Military Chieftain, Tyrant, Union of Sword and ‘Treasury, and thus made to believe they were preparing for the lash of inhumae vask masters, which was to fail upon their devoted heads. They have seen the ballot bex foully invaded by thedark malignant hand of the midnight plun- derer—the right of suffrage in our country made the laughing stock of the old world—our legisla- tors and senators openly bribed, and our once sacred halls of legislation turned into broker shops gambling nouses, where the interests of the people were played away to rich corporations for their cursed gold The great mass ot every poli- tical party is compozed of honest men—and the mass of our whigs will compare in honesty with ‘that of any portion of our country, and they look down with pity, scorn, and contempt upon the lead- ers and principal office holders of their party, and have left them to their fate. Since his report two others, the Clinton Bank and the Farmers” Bank of Orleans, have failed, making 29 within the year. Frovp these data the conclusion is inevitable thet the free banking system, after being the cause 6f incalenla ble evil and loss to the public, is a complete failure, and must soon cease to exist. The Comptroller ascribes the failure of the system to the taking of other than New York State stocks as security for bills. This was, how- ever, only incidental to the system, which was funda- mentally wrong from the beginning. It was created and putin operation by men of the Philadelphia, sehool of financiering ; and like that and every other policy which seeks to depart from the specie standard, however indi rectly, must endin failure, The safety fund banks have withstood the storm of the past few years with compara- tive firmness. Previous to 1°37, they were, by the over- shadowing;pewer of the United States Bank, forced into the fictitious policy that emanated from that institution, and they failed, in common with all ethers. They then toek immediate and energetic measures to recover them seives, and in one short year regained their position, re- sumed their payments, and have since, by steadily pur- suing correct mercantile banking principles, withstood all assaults upon them from the Philadelphia banks on the one hand and the free banks on the other. They have not only proserved their own integrity, but the mercan- tile credit of the State, and in connection with the New England banks, exist like the oasis of the desert, amid thedcsolation and bankruptcy that overwhelms every other part of the Union. Under their infiuence,a healthy and safe business has grown up ia the State, which is,as agreat whole, more prosperous than ever before. The result has been attained by adhering in the aggregate strictly to the specie standard, restricting their credits and making their loans onlyon bona fide business paper.
