The meve- ments at Annapolis are growing strong for resump- tion. We have had several failures among our flour merchants recently. An eld firm went yes- terday, The reason of th failures is said to be in consequence of the failure of a large milling tablishment near Harper's Ferry, to which they dhad advanced money. The appropriations of the year were then increased $6,500,000, and finally a $12,000,000 loan bill was passed, without providing any specific funds to pay either principal or interest. This was the entering wedge for the proposed national debt, and it had scarcely passed, when Mr. Clay gave notice that it would imme diately atthe commencement of the Extra Seasion, be in- creased by $16,000,000 addition, loan. The state of the markets has however prevented the megotial of the loam. The failure is ascribed to the shortness ef the time torun. The true cause, however, isthe fact that when six States have failed, and repudiation stalks abroad in the laad, the government has not only made no provision for the payment of the loan, but has de- prived itself of the only legitimate means te provide for it The following table will show the different views of the Secretaries that have been in office during the past year. months, payable on the 13:h of Georgetow. Leaving out the receipts trom the loan,it will be seen that his estimate was within $1,500,- 000 of the actual amount according to Forward’s reports consequently, had the expenses been confined to thay which was strictly nesessary, the government would not now be bankrupt ; but $6,000,000 was spent at an extra session to “relieve the people,” which,of course increas" ed the demand upon the Treasury.
