We acknowledge with Gratitude, that the Intereft and Eafe of the People has been confulted by your Excellency in making the laft Levy, as far as could confit with His Majefly’s Service and the Purpoles for which the Men are raifed. The Diftrefsbrought upon the Inhabitants is notwithftanding extremely great. The Number of Men raifed thisYear, we are fenfible, is not equal to that of thelat. The Affem- bly then made the greateft Effort that has ever been known in the Province. They looked upon it to be the laft Effort ; they had no Expeflations that it could be repeated, and it was really fo great as to render it impradticable for us to make the like a fe- cond Time. The Number of our Inhabitantsis fince then much leflened : Some were killed in Battle ; many died by Sicknefs while they were in Service, or foon after their Return Home ; great Numbers have inlifled as Rangers, Aruficers, Recruits in His Ma- jefty's Regular Forces, and for other Branches of the Service. The unprecedented Charge of the laft Year alfo tends to increafe the Diftrefs of the Province. The Expence of the Regiments raifed for His Majefty’s Service amounted to near One Hundred and 1aventy Thoufand Pounds Sterling : Befides this, the Inhabi- tants of the feveral Towns in the Province, by Fines, or by voluntary Contributions to procure Men for the Service, paid at leaft Sixty Thoufand Pounds Sterling more ; which is in all Refpe@s as burdenfome as if it had been raifed asa Tax by the Government. The Defence.of our own Frontiers, and the other ordinary Charges of Government amount to at lealt 7hirty Tboufand Pounds Sterling more. Becaufe the Province the Jaft Year raifed 7000 Men, it is inferred, that it is able to raife the fama Number this, and no Allowance is made for its being fo much reduced in it’s Eftate and Number of Inha- bitants. We have generally been the firft in Propofals for publick Service, and have determined what Force we would employ : Other Governments have followed after us in juft what Proportion they pleafed, and we wifh it had been an equal one.— We are now leflened and they are encreafed, and we are yet urged to con. tinue the {ame Proportions.— We have always chofe to avoid entering into the Confideration of Quotas or Proportions, but we feem now obliged to do it.—We conceive that in order to determine a juft Proportion, the Wealth, the Number of Inhabitants, and the Charges of each Government for it's immediate De- fence, are all to come under Confideration. If this be allowed to be a juft Rule to determine by, we are fure that not only in all paft Years, but in this pre- fent Year alfo, we have done more in Proportion to the general Service, than any one Government upon the Continent. We know of no Quoeta fettled for each Colony : The Agreement made at 4/bazy by the Commiffio- ners in the Year 1754 has been generally urged as a Rule of Proportion fince that Time. But it was a- greed by the fame Commiflioners, that Regard fhou'd always be had to the fpecizl Services of any Colony for its immediate Defence. We are obliged to keep 600 Men in Pay for the Defence of cur Frontiers and Sea Coafts : this Charge fome of the other Go vernments are wholly free from, and the reft fubj-&t to in very {mall degree. Exclufive of the 6o Men aforefaid we have already raifed goco Men for the general Service. Connséiicut have raifed in Properti- on to the goooonly according to the Albany Plan, without any regard to the 60oo—Every other Go- vernment falls fhort even of that; {o that we have this Year already done more in Proportion than any of our Neighbours. We are told that we are the leading Province. We have been fo for many Years paft, and we have been as long unequally burd encd. We have borne it patiently, although we have feen our Inhabitants leaving us, and removing to o- ther Governments to live more free from Taxes; and a few Years ago, for this Reafon alore four of our principal Towns refuled any longer to fubmit to our Jurifdi¢tion, and another Guvernment found a Pretence for recciving them, and they are not yet returned to us. ; Under thefe Difficulties we are ftill willing to af- ford every reafonable Aid in our Power. A further Tmprefs would diftrefs and difcourage the People to fuch a degree, that as well in Faithrulnefs to the Ser- vice, as to the particular lntereft of this Province, we are bound to decline it. But great as our Burdens are, we have now engaged a Bounty more than double what has ever yet been given by the Province in order to procure a voluntary Inliftment of fifteen Hundred Men over and above the 5000 already rarf- ed ; and we have Realon to hope that this Bounty will be fufficient and have the Lffe&t which your Exceilency defires. Laft Week his Excellency our Governor embarked 231 Seamen for his Majefty’s Fleet, which He raifed from the Militia of the Sea Port Towns at a Bounty of four Pounds ten Shillings Sterling to fome, and Six Pounds Sterling to others,with a Blanket and all other Neceffaries, over and above the King’s Royal Bounty of Forty Shillings Sterling ; and we hear there are more raifing.
