Tuefday laft the General Affembly of this Province met purfuant to Proclamation ; and on Friday His Ho- nour our Governour was pleafed to make the following Speech, viz. Gentlemen of the Council and General Affembly. H[S Majefty having nothing more at Heart, than te repair the Loffes and Difappointments of the laft Campaign, and by the moft vigo- rous and extenfive Efforts, to avert, by the Blefling of God on his Arms, the Dangers impen- ding on North America ; and not doubting that all his faithful and brave Subjeéts there, will chearfully co-operate with, and-fecond to the utmoft, the large Expence and extraordinary Succours fupplied by his Kingdom, for their Prefervation and Defence : And His Majefty confidering that the feveral Provinces, in particular, from Proximity and Acceflibility of Situation, more immediately obnoxious to the main Irruptions of the Enemy from Canada, are of them- felves well able-to farnith at leat Twenty thoufand - Men, to join a Body of the King’s Forces for inva- ding Canada, and carrying War into the Heart of the Enemy’s Poffeflions ; and His Majefty not judg- ing it expedient, to limit the Zeal and Ardour of a- oy of his Provinces, by making a Repartition of the Force to be raifed by each refpectively, for this moft important Service ; His Majelty’s Pleafure hath been fignified to me by Letter from the Right Honourable William Pitt, E{q; one of his principal Secretaries of State, that I fhould recommend to you in the moft earneft Manner, to enable me to raife, with all pofi- ble Difpatch, as large a Body of Men within this Go- vernment, as the Number of its Inhabitants may allow, to be form’d into Regiments as far as fhall be found convenient, to hold themfelves in Readinefs as early as may be, to march to the Rendezyous at fuch Place as Major General Abercromby, who fuc- ceeds the Right Honourable the Earl of Loudoun as Commander in Chief of the King’s Forces in Nortb- America, fhall appoint, in order to proceed from hence, in Conjunétion with a Body of the King’s Britifb Forces, and under the fupreme Command of his Majefty’s Commander in Chief in 4dmerica, fo as to be ina Situation te begin the Operations of the Campaign, as foon as fhall be any Way pradticable, by attempting to make an Irruption into Canada. A fufficient Train of Artillery will alfo be provided at His Majefty’s Expence, forthe Operations of the Campaign. The whole therefore that His Majefly expedts and rejuires from the feveral Provinces, is the levying, cloathingand pay of the Men.
