Hartiord Willg Mayor Batterson of Hartford has given assurance that _the water beard of his municipality stands ready to fill New Britain’s reservoirs should need arise prior to the 1931 seaslon of the general assembly. This gasurance, contained in the Hartford mayor's annual message. permits immediate discontinuance of the program for development of New Britain’s sources and allows the mat- ter to stand in abeyance until the legislature has finally determined the question of whether Hartford shall be allowed to develop expansive water sheds and reservoirs on the east branch of the Farmington river, Mayor Paonessa and water de- partment officials have promised the city of Hartford,the utmost in co- operation in its attempt to bring its | plan to completion. Legislative authority has been voted Hartford to sell water to New Britain, and New Britain to sell to Hartford, under a scheme which is expected eventually to result in a pooling of the water resources of the two municipalities. Meanwhile, committees represent- ing the two cities will be appointed and a survey made. The state sur- vey boards already in existence will have a statement prepared for the 1931 session, when Hufl[ordl bill | will again be introduced. Mayor Batterson, who was severe- ly critical of the Stanley Works, one of the principal objectors to the Hartford plan, says in one part of | message: — “That the demands of the cities and towns for drinking water serves the highest purpose of the com- munity and represents interests paramount to those of private corp- orations is the assertion of Hartford. We also stand ready to ‘treat our neighbors with consideration and on falr terms.” [ The portion of the mayor's mes- bearing upon this point, *‘Addition Supply System. Recom- mended—1928, that it scems desir- able to take immediate steps to have an additional water supply ready for use by the city of Hartford when needed. It is regrettable that this act was unfavorably reported by the committee on cities and boroughs, particularly since there was reason to believe that a& common ground might have been reached as between the interest of the various towns concerned.
