COMMISSION FAILS BUT BLAMES CITIES Lack of Cooperation Makes Rate Decision Impossible New York, Nov. 18 (UP)—The state public utilities commission to- day issued a statement saying tha because of failure of the citics in- volved to cooperata with the com- mission, it Is unable to decide the New York, New Haven and Hart- ford railroad rate case. The commission mentioned par- ticularly the clties of New York, Mt. Vernon and New Rochelle. In 1 the commission granted the rallroad a 42 per cent rate in- crease effective within the state and a rehearsing was subsequently ask- ed. In July of this year, the commis- sfon sald, at a meeting here repre- sentatives of New York city sald they were engrossed with other rate | cases and could not prepare data desired in the New Haven case. JUROR TALLS TO DEATH Chicago, Nov. 18 (P—A fatal fall from a fifth story window vesterday halted the trial of Rolland Gaskell, former county police ser- geant, charged with ault on Louise Smith, 19, of Cambridge, Mass.
