Although the government officials generally have regarded that gov- ernment regulation of such flights could not be of any great value, the cabinet officials, composed of As- sistant Secretaries MacCraeken, ‘Warner and Pavison in charge of aviation respectively in the com- merce, navy and war departments, at their scheduled meeting had be- fore them as one proposal whether legislative regulation would be prac- ticable. The president {s understood to have in mind the study of legis- lation in his suggestion for the in- quiry into the flights. The proposal of Mr. Coolidge for a study of the equipment needs and scientific precautionary methods ssary for planes embarking on canic flights was considered one of the major subjects before the three air officials. The question of multiple motored engines, togethe with adequate radio equipment safety precautions, also had been suggested by the president for the inquiry.
