Some of them are regularly em- ployed to herd bathers and pick- nickers off private beaches. One long stretch of undeveloped ocean frontage northwest of here— a strip of white sand and breakers raralleling the state highway for 25 miles—is patrolled day and night by riders watching the coastline closely as it for rum runners.
