C., July 21.—The five cent cigar which lost much of its popularity during the war has regained public favor and has come k to stay. That is the opinion of United States government experts who are now making experiments with a view to improving the nickel smoke and securing its future. They are tack- ling the problem from two angles— first, from the standpoint of the grower, and second, from the stand- point of the manufacturer. According to Dr. W. W.
