BOMBING OF PARIS DEFENDED TODAY Reichstag Gets Report From Special Committge Berlin, May 19 (UP)—Justifica- tions of the wartime shelling of Paris and air bombing of London ond extenuating explanations for other alleged German cruelties dur- ing the war were in the possession of the Reichstag today in the form of a committee report. The report emphatically condoned unrestricted submarine warfare, Former Minister of Justice Jo- hannes Bell, as chalrman of the third sub-committee of the Reich- stag’s committee to investigate the responsibility for the war, submit- ted the report in five volumes. It dealt with the observance of inter- national law during the World War. The sub-committee’s task was to determine whether or not the Ger- man authorities had enforced or tolerated military or economic mea- sures which violated international law or whether their measures were cruel beyond' economic or { military requirements.
