St. Louis, Nov. 24 (A—Endorse- ment of the “-American deep water- way"” and of the new national policy for the “expeditious completion of this Mississippi valley system,” today stood out as the major principles of the Mississippi Valley assoclation, which ended its annual convention here yesterday. James E. Smith, 8t: Louis veteran advocate of waterways improvement was re-elected, and other officers also were returned to thelr posts. The “All-American” route, whicl had been advocated previously be: fore the convention by S. Wallage. Dempsey of Buffalo, chairman ot the house rivers and harbors com- mittee, extending from the Great Lakes to the Atlantic seaboard, 339 miles in length, was declared to possess several benefits over the St. Lawrence route.
