Vare, re- publican, as the junior senator from Pennsylvania in the seventeeth con- gress has opened. Senator Norris, republican, Ne- braska, who spoke in Pennsylvania on behalt of Willlam B. Wilson, the democratic senatorial candidate, be- cause of alleged excessive campaign expenditures by the republicans, de- clared here that Senator Vare, al- though technically elected, had been repudiated by the “honest patriotic people” of the state and that the Philadelphia “machine” had func- tioned as usual the results in some precincts having beén announced before any votes were cast. Meanwhile the committee of seventy, an unofficlal body in Phila- delphia, was preparing to make an investigtion in a number of Phila- delphia precincts where Mr. Wilson ‘was not credited with a single vote. Members of the committee attached much importance to official returns which credit Wilson with no votes in 44 divisions in that city and with only one vote in each of a number of other divisions. Discussion of , the Pennsylvania situation is expected to be renewed here Wednesday when the senate re- convenes as a cowrt of impeachment to try George W. English, federal judge for the eastern district of Il- linois, on charges of usurpation of power and other high misdemeanors. In view of Judge English’s resigna- tion yesterday and the proceedings be dropepd, it is belleved that the senate session will be only perfunc- tory. Most senators here now agreed that the senate would accept the houss recommendations. Belated and’ scattering returns overnight failed to change the party line up in the seventeenth house, which remains at republicans 236, democrats 196, farmer-labor 2, so- cialist 1, and undecided 1. A total of 218 is necessary for a majority. The senate of the seventeenth con- | gress will show 47 republicans, 47 democrats and 1 farmer-labor; with one vacancy from Maine to be fill- ed at a special election on Novem- ber 29. Senator Norris, declaring that the “country should be told the truth about the Pennsylvania election,” asserted that it is apparent that no honest election was held and that ihe results were an impossiblilty ex- cept through “fradulent manipula- tion.” *Mr. Vare,” Senator Norris added, ‘“ran several hundred thousand votes behind the republican ticket and outside of the city of Philadel- phia, where the Vare machine is su- preme, Mr. Vare was defeated by 50,000 majority.” Illustrating what he designated the “methods followed by this ma- chine,” he sald that “in 76 voting precincts in Philadelphia, casting 17,000 votes, Mr. Wilson is given a total of 32 votes. Does any sane, patriotic citizen of the United States think for a moment that those fig- ures are the actual result of a fair and honest election.” Senator-elect Vare left for Flori- ’ da Thursday. Although several senators, chiefly from the democratic side, have ex- pressed their determination to con- test Senator-elect Vare's right to a seat, they seem agreed that no ac- tion could be taken until he pre- sents his certificate of election from Pennsylvania when the 70th con- gress convenes, Twenty Million More Is Needed by Yale Providence, R.
