Cuts Out California The queen's refusal to g0 to Ca fornla, which has been coupled with the decision of the Southern Pacific rallroad to require her to pay her way in any such trip, has fed to numerous inquiries here as to the legal status of the arrangements she has made with other roads. It was explained today that these concessions were secured in a per- fectly legal way, although it took a special order of the interstate com- merce commission to accomplish it. Cheap Rates Permitted The law prohibits absolutely free transportation except for railroad employes, but permits the commis- sion to make rates which are en- tirely nominal, provided the rail- roads concerned consent. Under this provision the Baltimore and Ohio in behalf of itself and eight other rallroads, got the commission’s con- sent to a special passengér schedule, put into effect practically without advance notice, and with- drawn as soon as used for the queen’s train. The exact scheduls of rates to be charged the queen was not present- ed to the commission but her repre- sentatives have indicated that the transportation of her party from coast to coast and return would cost a total of $3. Similar steps have been taken to cnable other noted visitors to the United States to enjoy practically free transportation.
