WINDSOR LOCKS . - AGAIN 1S UPSET Board of Education Denies Annual Report — Windsor Locks, Conn, Oct, 1 (P)— Five of the six meinbers of the bourd of education today sild they were astounded to read in the printed an- nual town reports, just issued, slale- ments and opinions made by their secretary, John B. Dowliug, on the recent school controversy that had not been submitted to thiu tor ap- proval before being turned over to the printe They deny that they ever saw much of the report as printed and are tuking lmumediate steps to have it rejected at the an- nual town meeting, All of the board, with the excep- tion of Mr., Dowling, signed a stule- ment this morning which stuted the report was a “personal” one of the secretary and was not sanction by them. The statement was signed by Herbert R. Coftin, chairman; John E. Mooney, John D. Egan, Dr. Harvey Richmond and Dr. Mic J. Kelly. The hoard protests against the references to the recent school con- troversy and especially to My, Dow- ling's explanation of the alleged de- lay in the payment of Supervising Principal Le er Juckson's salary whose abrupt and unexplained dis missal precipituted the serlous school row in the lListory of town. Mr. Dowling attributed this delay to several accounts outst: gainst the school for the hase of text books by Mr. Jackson. Mr. Dowling said today he knew of no law which required him to submit his report to the board be- fore printing it. “I followed the ¢ tom of this town,” he declared. *“I have been secretary for two and one halt years and the board has wueked me to turn over my fir port to It before having it As for the personal opinions T 1t T notice in reports of ofher fon that the same practice is followed Bank: Teller Admits That He Took Money Newark, N, J., Oct. 1 (A~ Charles M.
