President Coolidge believes it fs | necessary to have state and federal commissions like the federal trade body to handle intricate technical questions which cannot be covered in detatl by legislation, There are ovils which must be remedied and in opinion the commission plan is » hest approach. The president realizes that the personnel of the commissions is not | always satisfactory and is a target for eriticism. He concedes that there Is some gronnd for faultfinding | on this score, a although he is con- vinced that changes of membership zommissions can be made o rem- situation.
