It can be stated on unquestionable authority that such publications are without any foundations in fact. A formal declaration to that effect may be considered necessary should mis- statements as to' the government centinue to be circulated. The question‘as to the nature and purpose of the oll concessions grant- ed to anese interests by the trea- ty has come befors the Washington government only on the strength of briefs submitted in behalf of the previous. concession obtained by the Sinclair oll interests in 1822 from the Far Eastern republio in Siberla, which is now a part of the soviet Russlan government. The Sinclair concession was recently held invalid by courts of the first Instance iIn Russia.. ‘Was Diplomatic Lever Examination of the supplementary conditions of that concession by gov- ernment officlals here, however, has disclosed that it was' unques- tionably entered into by the far east- ern republic for the specific pur- pose of employing it as a leverags to compel diplomatic recognition of the soviet Russlan regime by the United States.
