T0 AMEND: AVARD Tacre-Arica lgmmt, Mt Stand, He Tells Peruvia m — Washington, April 10.—~President Coolldge has replied to the Peru- vian memorial on his Tacna-Arica arbitration award that, as to both the Peruvian contentions concerning the pleblscite provision and the re- quests for additional guarantees in carrying out the plebiscite the award must he' considered as “Anal and without appeal.” The arbitrator s costrained 80 rule with respect to the Peruvian' presentations, the président sald, ‘both under the terms by which Peru and Chile submitted their dispute to arbitration and under the *general principles of international - law.” f AVhile his reply “well might end” with this ruling, the president said, in deferences to the nations involv- ed and in the interest of a correct understanding and proper procedure under the award, he uppended ‘“cer- tain additional observations’ The president's reply and _the memorial, signed by Solon Polo, president of the Peruvian defense commission, were made avalilable for publication today after delivery- of the former yesterday to the Peru- with respect to the points raised in the Peruvian memorfal, . ¢ Wi bassador, but the president stressed the finality of his action by stating that he deemed it unnecessary to af- ford Chile an.opportunity to present views in relation to the Peruvian memorial.
