Situation in Washington Creates 2 Yast Problem to Solve Washington, Feb, 27.—~Among the countless problems which center in the national ecapital there is one which, In contrast to welghty mat- ters of diplomgcy, state and govern- ment, is pecullarly a “Main Street” question, It is the traffic problem. 1t has attragted the attention of ex- perts from many cities; special com- mittees have wrestled with It, and now congress has taken it in hand, hoplng to solve it, but to all ap- pearances it still remains a prob- lem, Those who have unspoiled recol- lections of their national capital be- for the war, with its wide, free av- enues and inviting shady circles, square and parks which dotted the magnificent - distances, would think it they were to visit Washington to- day that it had been converted into a public garage. Tifére are in Washington, a city of 600,000, about 100,000 automo- Dbiles, and those from the nearby suburbs in Virginia and Maryland swell that number., There are 80 few garages, public or private, that residential stréets are cluttered at night with homeless motor cars, By day the same thousands of cars are to be found in the streets downtown and in the parks. 3 The motor car owner in Washing- ton may do what he may not do in New York, London, Paris or practi- cally any other large city, He may drive to business and leave his car in the street until his day's work is done. Ot course, all-day ' parking i prohibited and occasionally & po- lice drive against it nets some fines. large department stores run free busses for patrons to the outskirts of the “parking area'; others pro- vide garage facilities and drivers for shoppers, but the problem remains. The death rate from motor acci- dent runs around one a day, and the injuries several. A speclal committee of the Cham- ber of Commerce has denounced ‘Washington's traffic regulations as “asinine,” They are voluminous and the police say the great ma- jority ‘of motor drivers don's know them, There are, of tourse, many som- plexities arising “from privileged drivers, Motors belonging to the foreigy diplomats are marked “dip- lomatic.” When a speed cop pully up alongside one of these cars a distinguished looking gentleman sticks out his head and says, “I am the ambassador from Belgravia.” The ecop knows that the car and oc- cupant have diplomatic immunity. A pretty young woman breaks the speed limit into splinters and says, “T am the daughter of the minister of Graustark.” In aggravated cases the state department politely re- quests the embassy not to- fracture the local ordinances. But there are other complicating special privileges which make dif- ficult strict enforcement of the laws. Congressmen have asked for and ob- {ained & practical blanket immun- ity trom punishment for traffic vio- lations. The local government has supplied their cars with tags marked “Congressional.” No policeman, ex- cept in-rare cases, ever arrested & congressman it he knew who he was, but the immunity is now made dou- Lly sure, A congressman may now park his car as long as he pleases while transacting “officlal business.” There are probably more motor car drivers in Washington who are privileged, or who imagine them- selves to be privileged, than in any other place in the world, It is not strange that the policeman often wonders whom to arrest. Miss Scott is acting sec- retary of the assoclation. Earl J. Arnold, secretary of the Bristol chamber who has beer offered the position as secretary of the New Britaln chamber, is president of the DISEASE PLAYS HAYOC WITHSWEDISH ANIMALS Epidemic Has Raged Since Summer With Thousands of Mules Killed in Effort to Stop it. i Stockholm, Feb, 27.~Nearly the whole of Sweden has been swept by an epldemic of mule-disease and in an effort to stamp it out thousands of animals has been killed. The first cases of the disease were noticed In Scani in the south, and immediately every precaution was taken to prevent its spread. Farms affected were isolated, | military forces were mobilized and formed a ring around the farm, All lhlrdll in the vicinity were shot and | the grim method of slaughtering all the llvestock—cattle, swine, poultry, ¢te~was exercised, This proved of no avail and the disease then spread to the north of the country, where the best wred herds suffered great- ly.
