Gontent Washington, April 22.-—Additional arguments in favor of legalizing the sale of 2.75 per cent beer, were pi sented today to the home judicial committee, A dozen or more witnesses were on hand to continue the appeal for mod- ification of the Volstead act which was begun yesterday by representatives of the American Federation of Labor. Henry 8. Priest, 8t. Louis, repre. senting the association against th prohibition amendment, recommended legalizing the sale of 2.75 beer as a means of lessening violations of the Volstead act. He assailed the present enforcement system and urged that | “moral suasion” be used “instead of guns."” Asked how “moral suasion” would stop a liquor caravan from crossi the Canadian border, Priest r that the agent could ascer names of the violators and have them arrested as any other criminals. The bootlegger is a result of th Anti-Saloon league, Priest said, and the two together formed the “most pernicious’ combination in the coun- try. The prohibition amendment would he repealed by a vote of 90 per cent of the eitizenship if all violators would go to the polls, he added.
