By The Assoclated Prewa, Tokio, April 1,—Import duties on most of the commodities which have entered Japan duty-free or a reduced rates since the September earthquake, will be restored to the normal sched- |. ule today. A ‘few reconstruction necessities will remain on the free list for a while but the authorities believe that the gradual return of something like nermal conditions justifies the res- toration of most of the tariffs. Yesterday saw the climax of a great race of land cargoes before the closing of the duty-free period, a race which has congested practically every port in Japan with merchandise of all descriptions, taxing landing and stor- age facilities beyond their capacity and throwing the organization of prin- cipal seaports into chaos. Articles for which the duty exemp- tions will apply for a further period, probably six months, are steel sheets, iron pipe, telephones and telephone equipment, motor trucks and acces- sories, motor engines and part. Rice also will remain on the free list for a time, The tariff exemption regulations were made shortly after the earth- quake to expedite imports of recon- struction materials and necessaries and to-keep prices down, . One feature upon which the mentators dwell is that during the year Great Dritain reduced her na- tional debt by §8,000,000 pounds, Of this 40,000,000 pounds was provided in the last budget, while the 48,000,000 pounds surplus now an- nounced has been automatically ap- plied to the debt redemption, “This result is flattering te our national pride in finance,” says the Times in an cditorial glowing with satisfaction.
