THO GENT STAMPS G0 AROUND WORLD Little RPdU §. Stickers Have Long Cruising Radius Washington, D, ¢, May 26,—Ameri- ean two-cent”stamps now encircle the g'obe, “The recent addition of Halti and l)frmnqu to places where two cents will cafry a lettér calls attention to the vast extension, in the last few years, of the ‘cruising radius of our two-cent stamps,” says a bulletin from the Washington, D. (', head- quarters of the Natfomal Geographic Bociety, “With the tiny red square you may dispatch a letter northward to a point where it will be carried to its jour- ney's end by a dog-sled into some Eskimo village; or southward across the equator toward a mule-hack jour- ney up the Andes or a canoe trip into a white settlement among the Tierra del Fuego natives. Eskimo-Land to Patagonia. “Theoretically you are entitled to send a letter with a two-cent stamp as far north as Cape Columbia, the point on Grant Land which is sup- posed to be Canada's farthest north, were there either post office or friend + there to receive it, and to the far south of Patagonia or across the Strait of Magellan to the Argentine portion of Tierra del Fuego. The southern limit of your two-cent correspon- dence does not quite reach Cape Horn, which belongs to Chile, with which a two-cent rate has not been arranged. “East and west your two-cent 4!l reach to M Zealand and d to the . 8. Postal agency at Shangbai, China, and the U. 8. naval hospital at ' Yokohama, Japan. Other points in China and Japan require the usual foreign rate of five cents. B Easy to Remember. “The alphabetical list of some sixty places where a foreign letter will go at the rate of ‘two cents an ounce or fraction thereof’ scems complicated. But it isn't hard to remember if you catalogue it geographically instead o1 alphabetically. Briefly, you can send a letter anywhere in North America and Central America and to all im- portant points in the West Indies for two cents. The two-cent rate ap- - plies to all South American countries except Venezuela and Chile, Paraguay and Uruguay, and Dut¢h and French Guiana, “In Europe only England, Ireland, Scotland and Wales are included in the two-cent zone. AH of Asia re- quires a five-cent stamp except the points mentioned above. The oceanie places within ‘two-cent reach’ are New Zealand (including the Cook Islands as well as the New Zealand portion of Samoa), Bermuda and Haitl. Of course it is to be remem- bered that the two-cent letter rate as well as other; domestic rates apply to Alaska, the Canal Zone, Guam, the Philippines, Porto Rico, American Samoa, and the American Virgin Islands. Post Makes for Peace. i “Agreement by which more coun- tries gradually are being added to the stamp Samoa; ‘two-cent list' are reached through the Universal Postal Union, which first met at Berne In 1874, The oft- repeated statement that the post office Is a civilizing agent is realized more fully when it ls noted ghat represen- tatives of the Central Powers, the allied countries and the United States met In friendly conference at Magrid in 1020, As this was the first mees- ing of the Universal A Postal "Union since the sesslons of 1906, in Rome, a great volume of husiness was trans- acted, These results are embodied in f Universal Postal Convention to which, by alphabetical right, Germany (I'Allemagne) s the first signatory, and the United States of Amerfta the seaond, “Both America and Germany, In fact, are entitled to more than alpha- betical precedence In the Universal Postal Unlon, The success of a con- ference called at the ' instigation of the United States, In Paris, twelve years beforc the Postal Union was formed, and the, operation of the Austro-German Postal Union whigh had functioned effegtively since 1850; had a direct bearing upon the or- ganfzation which’ made it possible for a two-cent stamp to carry your writs ten message to other continents and remote islands of the oceans. NORTH AND SOUTH OF CHINA JOINING Negotiations for Peace Are Now Under Way Peking, Mag 26.--(By P'ress)—Gen. Wu Pei-Fu in control of FPeking following ‘his recent victory over Gen, Chang Tso-Lin has opened direct negotiations with-Sun Yat Sen, head of the southern government at Canton, This movement it is believed, hus brought nearer the unification of the north and south which have been scparated almost continuously since the formation of the republic ten years ago. Dr, Sun is unrlerstood to have indi- cated his willingness to abandon the southern government and unite the country on two conditions; first that the parliament instituted in the first year of the republic be re-assembled |/ und second, that Hsu Shih-Chang, president of the Peking government resign in favor of a chief executive to be elected by the parliament. In oth- er words, Dr. Sun desires that bhoth thé Peking and Canton governments be superseded by a regime represent- ing the entire coutnry. Advices received by the foreign le- gations here from Canton, the Yang- tze valley and other points in the in- terior say that the country was never in a better mood for the restoration of order. Public demonstrations are being held, the speakers demanding that the burden of the upkeep of vast armies be%femoved. Newspapers and civic commercial organizations are de- scribing the bankrupt condition of the country, declaring that now is the ® |time to act is China ever intends to get on her feet and emphasizing the hopes expressed by the powers at the Washington conference. —+——--——\ freely to their children. over 70 years. #a good health and to do True Family Laxative pro the stomnach and bowels of strictly pure quality.
