- FIRE DEPARTMENT PLAN FOR MORE Chief Urges Purchase of New Pumper—Prevention of Fires Important Part of Work. SN Chief Willlam 1. Noble of the fire department presented the fiftieth an- nual report of the department to the commissioners at a meeting in City Hall evening. This was Chief Nuble's second report and covers the fiscal year ending March 31 New Equipment. In it he made many recommenda- tions which he thinks will be of bene- fit to the city and the deparrment it- gelf, He recommended the purchase of a combination pumper to be util- ized in case one of the trucks of the various companies should he out of commission for a time. He rec- oemmended the purchase of a run- about for the use of Deputy Chief Fugene Rarnes 1n his work on fire preventic He also stated that he had made a study the two-platoon system in other cities abhout the state and found that it intended to increase the ef- fieleney of the departments and nerved to make more congenial the relations of the firemen to each other in the various fire stations. He pstrongly rec- ommended its adoption. Deputy Chief Barnes gave a very interesting description of the ifire pre- vention work that has been carried on in the city. ' Doctors Appointed. The fire board {nstituted an innova- tion by appointing Doctors David Waskowitz and A. J. Savard as de- partment physicians, each to serve six months. Each will care for the men of three houses, one to work north of the railroad tracks and the other south. The board made a ruling that any fireman injured in the line of duty must seek the services of the de- partment physicians and the city will pay the bills. The city has always paid the doctor bills of the men who were injured while performing their duties, but heretofore, the men sought their own physicians. Here- after, any man who is attended by any doctor other than those appoint- ed by the hoard to care for the de- partment, must pay the bills himself. The board voted to apply 1o the common council for authority Lo pur- chase 1,000 feet of two and one-half inch hose and 100 feet of three inch hose. The chairman was authorized to confer with the mayor relative to se- curing a suitable place to be used s a drilling tower. It is proposed io| rent the empty tower in Stanley Quarter which is, in the opinion of Chief Noble, a suitable place. The need of a new pumper was dis- cussed, but no action was taken be- cause the board has no availablc funds. last of Chief's Report. As oc- curred during the past year, appara- tus was out of commission for repairs from ten to twelve days, and there is much at stake when one of the companies is out of commission, would urgently recommend about car for the use of the a chief engineer in his work of inspec- tion and other work, and especially when he is at his meals so that he might answer alarms promptly. 1T respectfully beg leave to call to your attention the report of the fire pre- vention bureau under the assistant en- gineer. The work has been carried on as extensively as conditions permit- ted a Private Alarms “Schools and public institutions in {he city should have private fire alarm s an alarm from such hoxes would result in the sending of more apparatus than might otherwlse be sent. “The department is now carrying on a regular schedule of drills and the various operations are being made uniform and standard according to the best practice and usage. As a fur ‘her means of increasing the efficiency of the men and the department 1 would recommend that the city con sider the of a proper drill tower which is badly needed “T would also recommend the re modeling of No. 3 ation, which 1s in very poor condition, and has been for the past four yea “Would also recommend that Luilding adjoining No. 2 station remodeled for use as a repair shop Two Platoons. “I respectfully urge the favorable consideration of the establishment of the two-platoon system of service, in the local department. The system, where established with an adequate force, has proved to be in the in- terest of more efficient service on the part of the men, and also more con- genial duty on their part towards the city “In conclusion I wish to extend my sincere thanks to His Honor, the Mayor, and the members of the com- mon council, and especially to the board of fire comm oners and the clerk for their co-operation and in- terest in the welfare of the depart- ment and to all members of the de. partment for their support at all times.
