W., Sept. 23.—E lishment of a permanent Pacific c forence and an island federation was urged recently by Dr. Radford, Bishop ot Goulburn, in an address before the Governor General, the admiral com- manding the Australlan fleet and other distinguished persons. Dr. Radford said a standing Pacific conterence should include all powers having possessions Iin the Paclific Ocean—the British Empire, United States, Japan, France and China—and perhaps Holland and Indla. As a nucleus for united and solid action, he proposed a triple alllance of Great Britain, the United States and Japan He proposed that a- federation be formed of the groups of Pacific islands which are now under mandates to Australia and New Zealand, or are colonies of Great Britain. These islands would all have representatives in u federal council in which Australia, New Zealand and Great Britain also would be represented. The grand total of new laws enacted by regular sessions of legislatures in fif- teen central states was 5,368. This number was 229 less than bills pass- ed by these legislatures, vetoes by the governors or failure to act on bills ac- counting for this number. The total vetoes were 190. Arkansas was the state enacting the est number of new laws, with 690 effective, out 703 passed, North Dakota added the smallest number with 145 out of 148 passed. Oklahoma was the only state in which the veto power was not exercised. In that state the regular session enacted 182 laws out of 1,001 bills and joint _resolutions before the legislature.
