Chicago, Aug. b.—An arbitration plan affecting some 30,000 Armour and Co. employes in all parts of the country was adopted at the first meet- ing of representatives of the employes and management yesterday under the recently adopted “industrial democra- cy” by which the workers were given a voice in all problems affecting their interests. Similar plans are being prepared by other large packers and it was belisved would soon be ex- tended to cover the entire industry. The meeting was attended by rep- resentatives elected by the employes from ten plants of Armour and Co. located in various parts of the coun- try as & general conference board and management representatives. The nference was to determine upon a ermanent form of organization and was preliminary to the forthcoming cancellation of the war-time agree- ment whereby any difficulties between the packers and their employes were to be adjusted by Judge Samuel G. Altschuler, of the United States dis- trict court. _The war-time agreement automatically ends on September 15. The new arbitration plan agreed to at the conference provides that should any dispute between the packers and their employes reach the stage where it cannot be adjusted by the general conference board an arbiter shall be appointed who will investigate the matters in dispute and whose findings shall become final and binding. Washington, Aug. 5.—An advertis. ing conference of the 118 operators of the Shipping Board will be held here August 22, as a preliminary step toward co-ordinating and increasing the efficiency of the various advertis- ing activities of the board and its agents. During the fiscal year, it was an- nounced today, the board paid adver- tising bills in excess of half a million dollars for 155 operators. The board also published on its own account ad- vertising amounting to $170,000. TOO MANY BANKS. Comptroller of Currency Believes Country is Becoming Overcrowded. Philadelphia, Aug. 5.—The country is getting too many banks, Comptrol- ler of the Currency Crissinger declar- ed today in an address before the na- tional assoclation of supervisors of state banks in convention_ here. “There seems to be a mania for -urun; banks,” Mr. Crissinger said. “I am convinced that many applica- tions are made with the intent and purpose of creating a place where promoters can find easy access to credit.
