Chamberlain of the board of finar and taxation with having caused a condition whercby the city would be unable to collect a cent of taxes for the next fiscal year. The act in question is the motion to ad- journ offered by Mr. Chamberlain be- fore action had been taken on either of the two budgets submitted. Mr. Chamberlain made his motion during the course of a warm debate directly preceding the adoption of the high rate budget but it was not recognized by the chair until after the resolution to pay the high tax had been adopted. Had the motion been accepted and put before the meeting when the finance board chairman offered it, the sesslon would have adjourned with- out having taken action on any buds- et. Accordingly, there would be no tax rate levied and no tax could be collected, it is explained. Under the charter of the city no provision is made for a second city meeting for a tax levy, it being specifically pre- seribed that the annual meeting shall impose the tax. In the event of an adjournment, those who criticize Mr. Chamberlain say, the matter must rest in abeyance for a year. Gives Example. As an example of what might have occurred had Mr. Chamberlain’s mo- tion been put before the meeting and acted favorably upon, the _case of Lisbon, Conn., is cited. The town held its annual meeting amidst condi- tions similar to those that attended last Friday's session and during the wrangle over the tax-rate someone made a motion to adjourn. Not real- jzing the results of such action, the moderator put the motion to the house and it was carried. No tax-rate had been settled upon. An effort was made to reopen the meeting or call another session to take up the mat- ter where it had been dropped, but counsel warned that such a procedure would be illegal. The charter of the town was worded similar to that of this city in that the annual meeung, only, could lay the tax and no sion was made for a second s As a result, no tax was collecte ing the year.
