Olur first commital is the restoration of® repre- sentative popular government, under the constitution, through the iagency of the republican party.” Promises Peace Again. Promising restoration of peace as | soon as a republican congress should send a peace declaration to a republi- can president for his signature, the candidate assailed the league cove- nant as brought home by President Vilson but declared the war's sacri- fices would be “in vain if we caamot acclaim a new order, with added se- curity to civilization and peace maintained.” “We repubiicans of the senate,” ha continued, “when we saw the strmc- ture of world super-government taking onary form, joined in a be- coming warning of our devotion to this republic. Declaring railway employes ought to be the best paid in the world, the candidate emphasized the responsi- bility of such service and added: “The government might well stamp railway employment with the sanctity of public service and guarantee to the railway emploves that justice which voices the American concep- tion of righteousness on the one i . Modifica- tion or repeal is the right of a free people, whenever the deliberate and intelligent Oublic sentiment com- mands, but perversion and evasion mark the paths to the failure of gov- ernment itself.” There are so many occa- sions where flowers will carry a mes- sage more pleasingly than anything else can do, that they take a most impor- tant place in the social amenities of the day. Washington, July 22.—Travel on railway passenger trains will cost from one-half to one cent a mile more if the interstate commerce commis- sion adopts the suggestion of the as- sociation of railway executives for meeting the $600,000,000 added oper- ating expenses by reason of increased wages granted to employes of the roads by the labor board. A schedule of increased rates, both freight and passenger has been worked out by the executives in conference here during the last two days and was expected to be ready today for submission to the commission. According to A. P. Thom, counsel for the railway association in addi- tion to increased passenger fares in- cluding commutation and multiple tickets and Pullman charges, the carriers will ask that milk and ex- press transportation be allowed to bear a proportion of the increased labor expense. Also an increase of about 8 per cent in freight charges will be charged in addition to the 22 per cent sought in order to meet the 6 per cent earning guarantee, pro- vided for in the transportation act passed in the last congress. As tentatively agreed on by the car- riers the increase on ordinary pas- senger travel would be half a cent a mile in the East and from three- quarters of a cent to one cent in the West. The chief difficulty is in making the proposed schedules con- form to various state laws.
