(Continued) (Copyright, 1918, by Willlam Fox) ARDLY had Pershing's little army crossed the border when Presi- dent Wilson sent out a call for the mobilization of the National Guard throughout the country. In a very short time these troops were on their way to Texas to undergo preliminary training. They had been called for the possi- ble development of serious trouble with Mexico: and such was the fame of General Pershing that every Na- tional Guard regiment would gladly have followed him into hotter re- gions than Mexico . The raising and training of this army should have taught Germany | that it was possible for the United States to raise and train an effective army in an emergency, but the lesson was evidently wasted. The unrestricted submarine cam- paign had been definitely decided upon and a curt warning was given to Ameri President Wilson replied that he wounld take measures té6 pro- tect American ships, and diplomatic relations with Germany were severed. General Pershing had been recalled from AMexico on Jan. 28, 1917. It is true t the primary purpose of the expedition had not been accom- plished. Villa had not been captured; i but, with no followers, he was pow- i erless to injure America. Pershing { had dissipated the Villa command ! ico had been and any search for him personally would been iike searching a haystack for a needle.
