Reporting on the city in general, the engineers said that the grass fire loss for a period of five years was only $221,107, and the average number of flres was 147, and the average loss was $300— a low figure. *“Based on an average population of 51,400, the average number of fires per 1,000 population was 2.9—a very low figure—and the average annual loss per capita was 86 cents—a very low figure.” The fore- gaing statement reflects the excellent work of the fire-fighters, and it is also the more commendable since the un- derwriters declare the department is undermanned. In the new work in« spected thirty-eight defects were found, an average of 3.8 per equip- ment; the majority of the defects were such as originate after the com- pletion of an installation and were due principally to the misuse of flex- ibie cord; overloading of circuit and aver-fusing were also noticeable. The number of defects in old work totalled 78, with an average of 7.8 per equipment; as many of the in- stallations were small, this indicates a poor condition of some old wiring.” Of the conflagration hazard, the re- port states: ‘There are no blocks which present a marked conflagration hazard in comparison ‘with others of the district, but the most severe fires are liable to occur in four blocks bor- dering on Central Square (park); however, these should not extend, ex- cept under adverse conditions.” Recommendations. In addition to the recommendations published last evening, the under- writers made the following, Which are briefly summarized: Water Supply—Appoint superinten- dent for indefinite term and remove only for cause; install recording gauge and charts; install meters at Shuttle Meadow and Burlington sup- ply mains and record total supply: that responsible employee respand to all second-alarm fires and that pro- vision be made for opening Bate valves between high and low pressu service for all serious fires in hig: value district; that section in north- ern part of the city above elevation 120 be supplied by the high pressure service, the present 14-inch closcd valve to be opened and the one on North Main street at Lee street (o be closed. The dead ends to be eliminated wher- ever practicable and long lines pipes in parallel streets to be cross connected in such manner that not more than one intermediate hydrant will be on a 6-inch main and not more than two hydrants on an S-inch main between intersecting streets. Fire Department, Establish an engine compa equipped with automobile combined pump, chemical hose wagon in the vicinity of Hart and Vine streets. Establish an automobile ladder company with Hose 5. . After the present companies have been organized on a full paid basis and above companies are organized, establish an engine company in the vicinity of Elm (Stanley) and Allen streets. That additional hose be purchased to provide complete shift for each company and a complete load for the reserve wagon. That sufficient 3-inch hose be purchased to provide 200 feet for each apparatus carrying hose and additlonal amounts be provided in fu- ture purchases so that ultimately they will carry equal amounts of 2%-inch and 3-inch hose, with a total of at least 1,000 feet and complete shift for each company. Operations: That the aerial truck respond resularly to alarms in the sted value district and to other points where it may be needed. That 3-inch hose be used in laying lines from hydrants or engines to entrance of buildings, ladder pipes or turret wagons. That engines be tested an- nually and after extensive repairs. Pumping engines developing less than 90 per cent. of their reasonable ca- pacity should be overhauled or their crews drilled, or both. That the re- sponse to telephone alarms be the same as to box alarms in their re- spective districts. The adoption of the national code on electrical work now followed should be enacted as ordinances. Complete and systematic inspection of wiring should be made; and sys- tematic tests for electrolysis should be made by the city.
