> L FILIPINOS CHANGE ATTITUDE IN DECADE Hostility Toward U. §. Replacedj by Unswerving Loyalty (From Far Eastern Bureau.) , Nothing is more indicative of the changed attitude of the Philippines toward thé United States than theiwr eagerness to aid the Untted States in the war against the Kaiser. Ten years .ago revolution and discontent were the order of the day in the Philippine Archipelago; the Filipinos looked upon American occupation with hostility ""and were suspicious of American mo- tives. Today their cager lovalty to stand back af the Unitede Seates in the fight for liberty and democracy bears witness to their sense of unity with | America. Their offers of financial, moral and military support attest the success of American methods in the Philippines. Manila papers are full of the activi- ties following the entrance of the Wnited States into the war. Immedi- ately on receipt of the announcement the Filipino Veterans' assaciation, composed of men who fought in the insurrection of 1900 against the United | States, formally tendered its services to the governor general to be used in any capacity aceeptable, an act im- mediately followed by the municipal board of Manila, composed of Filipinos elected by the native voters &t the city. Further, of the various government, all departments of native Filipinos, at once pledged their loyalty and that of | the Filipino people as a whole in co- aperating in any war measures decided upon by the chief executive. These pledges have been followed by many applications from native Filipinos for 4qdmission to the United States navy, end by the formation of a division of the National Guard. Upwards of 4,000 Filipinos applied for admission to the guard as soon as its formation was authorized. Young Filipino stu- dents at home and in the United States are not only volunteering their ser- vices, but making it a matter of per- sonal responsibility to induce their brother students to take similar action. The city of Manila has en- tered the market as a distributor of canned milk for the benefit of the children of poor families, and is con- templating the purchase of other necessary commodities to pratect the Filipino poorer classes.
