Radical Change in Twelve Years. ‘“There has been a rzdical change in the public mind in the past tweive years regarding child labor,” he said. “When we began 'business, men gen- erally were opposed to child labor legislation, charity workers were or- dinarily engaged in hunting up jobs for little .children to solve the problem of family distress, schoal . teachers ‘went about the school room with little scissors snipping off the unpromising children and throwing them into the limbo of unskilled labor. No one complained. Business got its cheap labor, charity societies were relieved of part of the burden through the meager wages of working children, the school room was purged of its dullards, family distress was m- porarily relieved, and the children mever complained—they had been sandbagged into acquiescence. “Today business men throughout the country have adopted the principle so ably expressed by one of your towns- men, Charles F. WIDE GONSPIRACY BEING UNCOVERED Bouds of Three in Rairoad Case Raised to $1,000 Developing sensational features within the past thirty-six hours that, according to Prosecuting Attorney George W. Klett, have unearthed tralls indicating a gigantic conspiracy, to defraud the “New Haven” road - by the printing and sale of forged and counterfeit railroad tickets, amended complaints charging forgery were brought against Frank McNamara of 47 Chestnut street, Adolph Witkin of 287 Elm’ street and Harry Gordon of 34 Willow street at a continued hear- ing before Judge James T. Meskill in police court'today. Despite the ob- Jections of their counsel and pleas that former bonds were sufficlent to answer the purpose and assure appear- ance for the acchsed, Judge Meskiil raised the amount to $1,000 \each. Prosecutor Klett asked for. this amount, saying that it is of the high- est importance that the accused be held and their = appearance assured. He mentioned the receipt of addition- al information within the past thirty- six hours and said that his office is in possession of information indicating the work of a gigantic conspiracy to print and issue counterfeit tickets through a systematic manner, in many parts of the state and in wholesale numbers. As the investigation has not sufficiently progressed to warrant the arrest of those “higher up”, according to the intimation of the authorities, the hearing was continued unttl Sat- urday. Instead of a scheme involving ‘conductors. in passenger' service whereéby a limited riumber of unpunched tickets were dis- posed ofiat a low price to a number who “stood in” and, in turn, re-sold at a very low price to private patrons with both conductors and' ‘“‘agents” reaping a substantial commission, the authorities now have proof, it is in- timated, that tickets, apparently genu- ine with serial numbers and forged signatures, have been disvosed of in large numbers. As to how much the three mow held are supposed to know to the “in- ner workings” and identity of the “brains” of the alleged conspiracy, the authorities refuse to state, It is also believed Yhat detectives hale been un- able, as yet, to locate the printery where the aileged counterfeit tickéts have been made. According to the admission of some of the author- ities, the suspécted “system” is the most daring and, at the samae time, successful that has been unearthed in the criminal world for some time. Authorities refuse to-affirm or deny the report that a large block of the alleged counterfeit tickets, ready to be digposcd of through ‘‘agents”, was fqund in the reat of a centrally-locat- ‘ed block or in one of the rooms sedarched. Witnesses and authorities are extremely reticent relative to the rogress of the investigation. ¥ Beginning of the investigation and arousing of suspicion was a result of ane of the three accused .calling on Sam Harris of this ¢ity, avking him if he desired to buy one, or miore, tick- ets for New York at a suspiciously low price. Because he was suspicious of the price, he went, to the railroad station to inquire if the ticket, was genuine and as to whether he was be- ing made a victim of a bunco * ‘game’’. From this start, unearthing of what officials believe to be one of the biggest conspiracies of its kind in railroad his- tory had its incepton. The authorities do not admit that the three accused are more - than mere agents or tools, of those “high- er up” and the “brains” of the al- leged system. ' An attempt is being made to deterniine as to how much they really know about the real de- talls and as to whether ihey have any conneciion and information as to the alleged conspiracy other than simpiy disposing of the tickets without in- quiry as to where they came from or how secured.
