Mayor Favors Two Boards. It many has long been the opinion of students of public affairs, in- cluding Mayor George A. Quigley, tha more efficient police and fire depart- ments would be the result of separate hoards of commissionerd to have of each. Mayor Quigley is the strongest advocates of cormmissioners and he experiences and records have demon 1ted that by having the police and fire departments und sion, in charge of a chairman whose duty it is to supervise, one de- necessarily given more attention than the other. Teh reason, he says, reverts back to the principle that a man cannot serve two mas- te Thus it is with the police and fire departments A chairman must inclination for one or the other of the departments, the mayor believes. He will take a great- er interest in one than in the othe While he gives religiously and faith- nd interest to both departments, the °t remains that one has more of 2 hold on him than the other and he will find it impo: sible to give impartially his in- terest. As a result the fire depart- ment, for instance, is placed on a very high standing, while the police de- partment goes alonz in an ordinary manner, or vice ver By having two hoards of commissioners with a chairman in charge of each, Mayor Quigley thinks that this would be in charge of the police department entirely and it would be his work to put this part of the city Gepartment in the best possible condition. He would be a specialist in his depart- ment with nothing else to take his time or attention. The same would Kold true of the fire commission. Be- tween the two departmental heads there would be a spirit of competi- tion to make his department the best, the result being that the city would benefit by having departments that were much more efficient. one of separate past is one All Tmie for Inspector. Regarding the making of the build- ing inspector's position a permanent one, there are many who are in favor, Each year the bullding activities in' this city are increasing at an enormous rate. As it is the Inspector has to make hurried trips to various | structures and aften has to sacrifice | his own interests to do so. Building Commission Favored, The matter of having a municipal ! building commission was first sug- i gested several months ago by Mayor | Quigley, but since then the idea has been favorably received by a number of others. Whenever the city needs a new school or other building the arch- itect who draws the plans of course i receives his fee which is always a sub- stantial one. It is estimated that the | fee for drawing the plans and speci- fications of the new Burritt school | will be several thousand dollars, and ‘ |2 corresponding fee is charged for other buildings. , Those in favor of | the building commission would advo- cate the hiring of a city architect at | a salary of about $3,000 and have him draw plans for all city buildings in | accordance with the views of the | commissioners. It is said he would | save the city more than his salary in | fees.
