The amount derived from incomes between $50,000 and $75,000, on in- comes between $100,000 and $260,- 900, on incomes from $250,000 to $500,000 and on incomes exceeding $500,000 doubled in the last fiscal year over the preceding vear, showing there was an increase of 100 per cent. in the number of persons who enjoy the larger incomes up to $500,000 a year. A plea for more investigators is made in the report as a result of the disclosure that a further tax was due the government in 63 per cent. of the returns Investigated, an average of $200 increase in the tax being de- rived from each investigation. Investigations of delinquents re- sulted in securing returns in 52 per cent. of the cases looked up with an average yield of $30 in the tax col- lected. These amendments to the income tax law are urged: To require returns of annual gross income of $3,000 or over instead of annual net incomes of like amounts. To require that returns of income be filed in the district in which the person making the return or for whom the return is made has his le- gal residence. To provide authority to enable United States consular officers to make under the direction of the com- missioner examinations and inquiries concerning the incomes of American citizens residing within their respec- tive consular districts and compel at- tendance and testimony within the power of the United States similar to the provisions applicable to examina- tions and investigations provided to | be made by internal revenue agents. That the provisions of law requir- ing the withholding of the normal tax at the source of the income be repealed except as to the income of non-resident alien individuals and corporations received from the the vear, while more. =) sources in the United States and that provision for informtion at the source be provided. Total Returns $687,000,000. The commissioner estimates that the total internal revenue tax returns for the current year will yleld 687,- 000,000, of which 124,000,000 will come from the emergency or war rev- enue taxes, which include the ad- ditional 50 cents a barrel on fer- mented liquors, the tax on munition manufacturers and estate taxes. [ The commissioner estimates that | the total returns from the income tax | will be $244,760,000, of which $111,- 760,000 will come from the tax on individual incomes and the remainder from the corporation taxes. He es- timates that the total receipts for the fiscal year beginning June 30 next will amount to $709,560,000, the prin- cipal increase being, as he estimates it, from the emergency taxes. Tt is interesting to note that of the aggregate of the internal revenue taxes collected the State of New York aid more than one-fifth and the ond district of New York con- tributed one-twelfth. New York As Taxpayer. York paid one-fourth of all the corporation income taxes, yield- ing more than twice as much as Pennsylvania, nearly three times as much as Tllinois, four times as much as Massachusetts. The second dis- trict of New York paid one-sixth of all the corporation income taxes col- lected in the United States. The State of New York paid near- ly half of all the individual income taxes, collected, vielding nearly five times as much as Pennsylvania, near- ly six times as much as Illinois, more than seven times as much as Massa- chusetts and eight times as much as Ohio. More than one-fifth of all the revenue derived fro mindividual in- come taxes came from the second in- ternal revenue district of New York As a revenue producer the empire state has other claims on public at- tention. She produced the largest quantity of fermented liquors and had the largest production of cigar- ettes. The commissioner reports that there was a phenomenal inorease in the production of cigarettes.
