PAY DIVIDENDS 'S DRESSES | New York, Nov. 10.—Leaders of the | cause of woman suffrage in this city | i believed yesterday that the votes of | women in the west had re-elected President Wilson, although the con- J clusion forced the admission, as Alice | Chittenden Hill, president of the New | York State Association Opposed (o‘! Woman Suffrage, charged that the | women’s vote could not be delivered } by its leaders. Miss Hill last night is- | sued this statement: | “In all the uncertainty which sur- rounds the final outcome of the pres- idential election one point stands out clearly, which is, that woman suf- frage, indorsed by the two large po- | litical parties in their national pla | forms, merely on the ground of polit- | | ical expediency, did not prove to be an issue in the campaign. “The republican leaders who made | a special effort to capture the woman | vote must be grealty chagrineq at their | failure to swing the woman suffrage | States to their candidate. The repub- ! lican candidate for president made the highest possible bid for the support\ of the women voters through his per- | sonal indorsement of the federal amendment—and lost it. “Illinois, where the women voted | for president for the first time, is a normal republican state, which swung to Wilson in 1912, but is now back | in the republican column. The state | would have gone for Mr. Hughes without the women’s votes. “Montana, which went for Roose- velt in 1904, and Taft in 1908, gave | its votes for Wilson in 1912, and did not swing back to the republican col- umn through the woman vote. “Nevada, which voted for Roosevelt in 1904 is usually found in the demo- cratic column, and still remains there. “Utah, the great Mormon woman suffrage state, is unexpectedly found in the democratic column this year, since it is usually regarded as a re- publican stronghold. “Wyoming, in the republican col- umn in 1904 and 1908, turned to Wil- son in 1912 and also gave its electoral votes to him on Tuesday. ‘Washington, republican in 1904 and 1908 and progressive in 1912, swings to Wilson. Colorado, Arizona and Idaho are all democratic, as they were four vears ago, while California still hangs in the balance. “Let us hope that as a result of this election, future candidates for any political office will not be terrorizee by the threat that the woman vote can be ‘‘delivered” against them un- less they indorse woman suffrage.” Hughes Drive Fails. The effort to turn the woman vote to Charles E. Hughes resulted from his indorsement of a Federal suffrage amendment to which President Wil- son declined to pledge himself. The congressional union adopted resolu- tions pledging itself to work for the defeat of all democratic candidates. The organization has its greatest strength in the western states, and it conducted a vigorous campaign for Hughes, but, apparently was able to hold the women in line only in Ore- gon, Inability to count the women’s vote separately prevented suffraze leaders from determining with finality wheth- er or not Hughes might have carried other of the suffrage states had it not heen for the woman vote, but as matters stood last night Wilson seemed to have garnered 44 of the 91 electoral votes of suffrage states, and Hughes 34, with California's 13 votes still in doubt. The vote in Chicago, the only place where women vote separately and are counted separately, seemed to bar out the anti-suffragist theory that the woman vote merely duplicates that of the men. Hughes carried both the man vote and the woman vote in Chicago by slight pluralities. Both sexes divided their vote between Hugh nd Wilson in about the same percentage. But the Chicago woman vote did not show that the women exactly followed the men. A study of the precinct returns indicated that, where Wilson sentiment was strong, the women gave him a slightly greater percentage of votes than the men did, and that where Hughes was strong, the women outdid the men in voting for him. The total woman vote of Chicago was cast thus be- tween the two presidential candi- dates: Hughes, 135,160; Wilson, 130,061. There was nothing to indicate that the women in Chicago responded more readily to pacifist arguments than the men did, and no evidence that any special plea to the women in favor of any candidate was ef- fective. A few days before election Dr. Anna Howard Shaw predicted that the argument that President Wil- son had kept the country at peace would be showh by the returns to have been very strong with the wom- en of Chicago. Most of the suffrage leaders of the east, though officially | neutral, were strongly for President | Wilson. They did not approve t.he congres- sional Union'’s campaign against democrats because they thought that women could get the vote by federal amendment only if they had the friendship and co-operation of both political parties, and that if Hughes were elected and pushed a federal amendment through on the vote, it would be killed by the democrats who | had been estranged. Reports from all suffrage states are that the wom- en polled a surprisingly large vote. | In Chicago 270,201 women voted on | Tuesday, against 154,750 who voted ! at the primaries in 1915. (A big | woman vote was reported in Utah in spite of snowstorms. Woman suffrage leaders in this city looked forward with enthusiasm yesterday to the seating of “the lady from Montana” in the house of repre- sentatives. This is Miss Jeanette | Rankin of Missoula, Mont., who, if elected, will be the first woman who has ever sat in congress. Reports indicated that she had perhaps an even chance of election, although | York Times claiming her election. At any rate, Miss Rankin made a cln‘:el fun on the republican ticket in a state I which went heavily democratic. If' elected, Miss Rankin, who has great oratorical power and a striking pres- ence, with the advantages of good looks and brilliant red halr, is likely to make a figure at Washington. The suffragist leaders of this city were enthusiastic yesterday over the prospect that South Dakota would become the thirteenth state to adopt suffrage. The defeat of suffrage in West Virginia by a considerable mar- gin was anticipated because of the fight being made in that state by the “wets” to get back into power. {NEW LAND COMPANY FORMED. The Bodwell Land company con- sisting of the following incorporators, Harry T. Bodwell of Providence, R. I, Erward D. Ely of New Haven and Frederick E. Crandall of this city, has been formed with an autho- rized capital of $600,000. The in- corporators are all well known to local people having been identified with the company which developed the Belvidere section. The company begins business with $1,020.
