DAILY HERALD, FRIDAY, OCTOBER 20, COLTHURST GUILTY ALL WAY THROUGH Tried to Prove Case Against Skef- fington by Forgery London, Oct. 20.—The commission which was appointed to tnquire into the shooting of F. Sheehy Skeffing- ton, during the rebellion in Ireland last spring, has reported there was no g00d ground for complaint against the Mordis, who caused to the barracks. Sir John Simon is chairman of the commission, which describes the action of Captain Bowen- Colthurst, who took Skeffington from the barracks into the street as a host- age as “remarkable, almost meaning- less.” None of the evidence offered to it, the committee reports, afforded any | justification for the shooting of the | boy Coade. Concerning the killing of Mr. Skeffington the report says: “It is a delusion to suppose that the proclamation of martial law confers upon an officer any right to take hu- man life in circumstances where this would not be justifiable without such proclamation, and this delusion had ic consequences in the present case.’ The commission reported that it was sfled that the seriousness of the gularity corhmitted by Captain real- | ized by those umder whose command he supposed to be acting. Either | because of the lateness of the hour or @ | the strain of anxiety caused by events outside the barracks, Captain Bowen- | Colthurst was not reprimanded effect- | ively and the clvilians detained were | not rendered more secure, with the re- sult, the report says that Captain Bow- nn-Colthurst was at liberty next morn- ing to override or disregard the offi- cer of the guard and deal with civilian prisoners as he pleased, The commission also found that Captain Bowen-Colthurst added to the documents found on Skeffington’s body, in an endeavor to excuse his ac- , a document entitled “‘Secret Or- ders of the Military” which, the com- mission found, was a forgery from be- ginning to end. Apart from the defence of insanity, the commissioners state: “There can liation for Cap | tain Bowen-Colthurst’'s conduct from Bl | first to last”, In addition to F. Sheehy Skeffington, Dickson { were put to death at the order of Cap- | tain Bowen-Colthurst. The captain la- | ras court martialled and found , but declared insane. DEMANDS OF JAPAN.
