The present British note explains | that the Allies adopted the Declara- tion of London at the beginning of the war because, in their anxiety to con- form to international law, they be- lieved the declaration provided a suit- able digest of principles and a com- pendium of working rules. “These rules,” said the note, “did not necessarily possess the force of law, but seemed in main lines to pre- sent a statement of rights and duties i of belligerents based on experience in previous naval wars. But as the struggle proceeded it developed be- vond all previous conceptions owing to the manifold scientific improve- ments in warfare and produced con- ditions altogether different to pre- vious naval wars.
