Washington, April 26.—Secretary Daniels last night made public a let- ter he has written to President Gar- fleld of Williams college, detailing the work in the navy during the last two vears. Mr. Daniels wrote in reply to Mr, Garfield’s request for material to meet statements that the United States is unprepared for military emergencies. After stating that there are now in active service 225 vessels of all char- acters, which is thirty-six more than were fully commissioned two years ago; that the quantity of ammunition, torpedoes, mines and other imple- ments of naval warfare have been | steadily and greatly increased; that the navy today is recruited tp | the maximum strength allowed, the sec- retary says: “My professional training as a jour- nalist has always inclined me to the conviction that any officer, within the prescribed limits: recognized in the navy, should feel free to express his opinion in regard to matters in the service; and there is not an officer who commands a ship today who could or would say that his ship, with- out or within, was not as good as it was two years ago, or that the offi- cers who command it and the crews who man it, are not as thoroughly disciplined, sober, loyal and efficient as they were two years ago, or as they ever had been. Exercised Last January. “For many years,” he ys, “offi- cers have written and talked. about the formation of advance, base mater- ial and the practice of landing par- ties of seamen and marines in the use of this important adjunct to naval warfare. Congress appropriated mon- ey for this important plan of cam- paign, but never until January of last year was the navy thus exercised. “During the last two years of the Taft administration,” he says, ‘“con- gress authorized the construction of two dreadnaughts to cost about $13,- 000,000 each. During the first two yvears of the Wilson administration, upon my recommendation, congress authorized the construction of five dreadnaughts to cost about $14,000,- 000 each. Stated in dollars, the Wil- son administration, in its first two years, authorized $70,000,000 to be spent on the chief fighting force of the navy as against $26,000,000 au- thorized during the, last two years of Taft's; stated in numbers, it author- ized five dreadnaughts instead of two; and stated in effectiveness, the five dreadnaughts authorized under Wil- son will mount thirty-six more four- teen-inch guns than the two author- ized under Mr. Taft.” Many Submarines Authorized, As to submarines, Mr. Daniels says congress has authorized three sea- going submarines, the largest ever authorized by any country and twenty- three of the tvpe which have done such fearful execution in the present war. These will cost $16,200,000. This compares with twelve subma- rines, to cost $7,958,936, authorized under the Taft administration. The secretary says it would not be proper to make public the number of torpedoes on hand, but he says that much may be said: “For every one hundred torpedoes which the depart- ment had on hand in March 1911 ninety-six. more are completed or in course of manufacture. Therefore hin a few months, the supply of torpedoes will be almost doubled. Upon my recommendation, congress has enlarged the torpedo plant at Newport, R. The secretary goes into details re- garding mines and the mining, gun powder, radio and aircrart. He says the European war has emphasized the value of aircraft and upon his earnest recommendation congress has appro- priated $1,000,000 to begin, upon an elaborate plan, the real development of aviation in the navy. He regards this as one of the most far-reaching steps taken by the Wilson administra- tion. to personnel, the secretary gives the following two reasons for the length of his letter: 1. “Because these two years have been epoch-making in the navy, dis- tinguished by more wise and progres- sive naval legislation and more prac- tical achievement than any previous Iike period (thanks chiefly to a pa- | triotic congress), and 2. “Because certain persons, ig- rant of their ignorance, and for selfish partisan reas have busied themselves with misrepresenting the true condition of the navy, thereby causing some good people to fear that the navy is not now, as in the past, the strong effective right arm of the republic. All who would learn the truth may be assured that the navy of 1915 is larger, better equipped and in better condition than m any pre- vious year, and that the fleet is be- coming more efficient with every p: ing month. ‘We shall take leave to be strong upon ‘the sea in the future as in the past’ declared President Wilson in his message to congress; and in the interest of the self-respect- ing peace which is the only peace worth preparing for; it is devoutly to | be hoped that this strength may not | be questioned by others or endangered from within.
