Threscher, the American mining engineer reported drowned when a German submarine sank the British liner Falaba. Several reports have reached state department, it was learned yes- the. terday, from Ambassador Page and ! Consul General Skinner. These are based on statements by survivors of the Falaba and evidence brought out at the inquest held in London on the loss of more than a hundred lives with " the ship. Ambassador Gerard at Berlin was instructed some time ago to trans- mit any evidence bearing on the cir- cumstances surrounding the sinking of "the Falaba which might be available in Berlin: It was presumed the re- port of the commander that the sub- marine would be made available by the German government. So far this has not been forthcoming. It is understood that, for the pres- ent, no effort will be made to deter- mine the course to be pursued by the administration, but should the evi- dence gathered in L.ondon warrant the _making of representations this prob- ably will be done without waiting an unreasonable period for the German report. Washingtan, April. 23.—Consular dispatches received by the Washing- ton government from various points in Mexico indicate that while tem- porarily disorganized by the defeat sustained at Celaya. General Villa | and his forces have by no means been | removed as a formidable factor in Mexico’s civil war. Officials at the state department are guarding closely the reports received from consuls in the territory occupied by General Villa, as it is not desired to give out military infarmation, but it is known that plans for another battle with General Obregon, the Car- ranza, commander, are proceeding | rapidly. Villa’s chief difficulty, it was learned officially, is his lack of ammunition, and until he replenishes his supply | he prabably will not risk another en- gagement, ‘When he met Obregon at Celaya, Villa had sent forces to at- tack Matamoros, Nuevo Laredo, Tam- pico and west coast towns, greatly depleting his main force. Indica- tions now are that he intends to con- centrate all these forces in centra! Mexico for another supreme effort against Obregon. The Carranza forces are reported to be well supplied with ammunition and pressing the Villa army closely north of Irapuato. Carranza officials here claim the Villa movement has been given a crushing blow ¥rom which it never will recover: DESCRIBES “MINOR ‘ HORRORS OF WAR” | Former Chief Instructor of Prince nfi Wales Writes Pamphlet Dealing With Various Insects. (Corresbondence of the Assoclated Press.) Cambridge, Eng., April 23.—The “‘Minor Horrors of War” are described in a pamphlet written by Professor A. E. Shipley, president of Christ's College, Cambridge and former chief instructor of the Prince of Wales. The booklet deals with the various insects which carry disease and dis- | comfort among soldiers in camp or at the front. The latest methods of dealing with these “minor horrors” are discussed in simple language, as | the book is planned for circulation among the troops. I The book begins with lice, which the author asserts may be more im- portant in this war than submarin 1 This minor horror, which is the car- rier of typhus, loves to anchor it-| self tg the flannel shirts of the soi- diers. 2 The bed-bug and flea are at present | not under grave suspicion as disease carriers, although the rat flea car- ries bubonic feser.
