Amsterdam, Holland, April 23— Commenting upon the address of President Wilson at the luncheon of the Associated Press in New York, April 20, the “Vossische Zeitung” of Berlin speaks as follows: “We could believe in the inclina- tion of the United States after the war to play the role to which Presi- dent Wilson refers namely °to prepare assistance for both belligerent par- ties,” if Americans during the war had acted in accordance with the principle of assistance to neither side. The purveyors of arms and ammunition to adversaries cannot, all of a sud- den, pretend to be the impartial friend of all belligerents in the negotiations at the conclusion of the war.” “Lokal Anzeiger]’ Oriticism, The “Lokal Anzeiger” says: ‘“President Wilson is mightily mis- taken if he imagines his sort of neu- trality will be acknowledged and valued by the belligerents as fair play. Ottawa, April 23.—Arthur Meighen, solicitor general for Canada, in an address to the Laurentian club yester- CGay criticised the policy of President Wilson in the war. Referring to President Wilson's New York speech on American neu- trality he said all the world knew Great Britain was fighting to save the TUnited States as well as the rest of the world from a tyranny which would have overwhelmed all. Petrograd, April 23.—A Moscow newspaper states that the boys in the schools there have, on their own ini- tiative, introduced a system of fines for breaghes of good conduct. The proceedings go to various funds for the benefit of the soldiers. The boys themselves carry on the police work of detecting offenders, and they also attend to the collection of fines and the administration of the funds. The sale of fines is as follows: Late for prayers, two kopeks, (a kopek is about half a cent.) Late for lesson, three kopeks. Absent from lesson, two kopeks. Receiving a bad mark, two to four kopeks. Found smoking, one packet of cig- arettes for the soldiers. In addition on these fines, there are also certain “thank-offerings.” For instance, the boy receiving the best scholarship marks pays a thank-offer- ing of five kopeks. Ready to Wear Dresses. Miss E. Dublin, April 23.—The total ndmber of recruits from the three southern provinces of Ireland have up to the end of March amounted to only 20,- 000 men and of these nearly half come from Dublin, Cork and the other large towns. Recruiting has scarely touched the agricultural districts. The farmers admit frankly they are mak- ing large profits out of the war, and they and their sons do not enlist. In the cities the recruits are drawn most- ly from the laboring class. It is said that a spurious notion of social pres- tige prevents the shop salesmen from going into the ranks.
