CARRISON| ‘lfl Address at Jetferson Day Din- ner in New York u Vl ) April 14.—Lindley M. | delivered | the | New York, Garrison, secretary of war an address on “Democracy’” at Jefferson Day dinner of the National | Democratic club at the Totel Savoy in this city last might. Mr. Garrison said: “One hundrea and seventy-two years ago Jefferson was born: eighty-nine vears ago he died. Between those dates a nation was born, passed suc- cessfully through its early perils, and had grown lusty and strong. He took great part in all that went on and had much to do with the way it went. | Fie had an acute mind, an observing eve, a sensitive temperament, and an ardent imagination. Quick to Observe. “He was very quick to observe the manifestations of the new-porn spirit | of mankind, to realize the immense importance of its awakening, and to endeavor to give it proper form and substance. “He read inteliigently and consider- cd profoundly what they had to s who, if they had not caused t change, had ccught its spirit ang pressed it. Founder of Great Party. “From these sources and by these causes Jefferson’s own conceptions were formed, his politcal philosophy was formulated, and he became the feunder of a great party which has irvived every sort of political vicis- situde and is today strong, virile and militant. “This, of course, could not’ be if there were not scmething vital and nourishing in its princ:pies—some- thing that gof inte the blood and minds ¢f men and made them cling to it and cherish it through the days of discouragement and defeat-—days hen it seemed as if it had been done to death and ncver could arise again -—days that were -in very truth its Valley Forge. From these depths it never would have arisen nad it not been for the great princtpies which had given it birth; principles towards vhich mankind had been tending for long ages—ages of tyranny, of suffer- ing, of blood and tears: principles born of man’s consscience and his manhood, evolved in his agony and defended with his life; principles which spell liberty and opportunity and hope to all who embrace them and can enforce them. Goes Back to Early Days. “Let us go back and dwell a while in the atmosphere of those early days; let us realize the conditions and ob- serve their consequences. We will no doubt be astonished to recollect that what has become customary and ap- parently self-evident to us, was novel, extraordinary and entirely revolution- ary then. Then practically all the nations of the earth were governed by self-imposed rulers. Knowledge | borne by it—but as'to the direction in | which they should be borne, the mass ! ¢f mankind had nothing to say; they | must be encouraged to i multiply and to labor, but their voices then, as now, was power—but only the powerful had knowledge. The great mass of mankind was inert, un- conscious of itself and its potentialites. What it had was given to it or allowed tc it. The burdens of the world were live and to were dumb, eir wishes unheeded, and their desires unsatisfied. “Slight revolts on too narrow foun- dations had taken place, but nothing of importance had been achieved, and mankind was divided into those who ordered and those who obeyed, with little or no chance for transition from one class tc another, Seed of Change Sown., “But the see¢ of change had been sown. Men were beginning to realize that something was wrong with the existing philosophy and con- duct of life. There seemed to be no reason in the claim that some might huve full play for their talents and others not; that some should arro- gate to themseives the making of the iaws and the enforcing of them and that others should have nothing to do therewit that there should be self-appointed drivers and involun- driven. “Great souls evolved these ideas; great minds pondered them and gave to them; and little by lit- like pollen blown over fertile fields, the ideas spread and took root and flourished. “Thus was born MOCTAC that life and oppartunit and hope wero the heritage of each and all egually; that when men gath- jered in human societies and formed governments, justice must be the foundation and the cormerstone and the plilars and the roof. Justice— which means liberty to each equally; whicl: means no preference or favor Zor any; no thing given to ome and withheid from the other; equality of velee in the making of the laws and in their enforcement: equality of voice in the making of the laws and minister the laws; and an equal op.- portunity, unhampered by unjust laws, to expand and develop and ob- tain just returns for what talents, strength and skill each possessed. ““This is what demacracy with a little 4 means, and what Democracy with a capital D stands for. Sturdy Citizenship. “The essential fouddation of such a philosophy is a sturdy citizenship; one which asks no favors and grants none: wants no special privilege and #ives none; a citizenship which be lleves that the citizen should sup- port his self-created government, and not permit the government created by all the people, to be subverted to the personal profit or benefit of some of the people. Its two efficient agents are representative government and home rule; the former because the the idea of de THREE “ONYX"DAYS THE ONE GREAT HOSIERY OPPORTUNITY OF THE YEAR APRIL--- This is cure the 15th THURSDAY your chance for a big rTOP NOTCH “ONYX 16th FRIDAY MONEY ? Two-tone Silk, Regular 50c¢ value, 50c¢ value, 50¢ value, individual citizen is of necessity so|the sense of lour responsibility, proud |for a new laboratory half from contribute accupied with his own affairs that he must entrust the collectve business to his chosen representative selected for that purpose; the latter because only in that way can democratic gov ernment be wisely and efficiently con- ducted. “The least government that is con-, sistent with the proper doing of those things which must be done collec- tively, the better; the more the indi- vidual gitizen is permitted to expand, develop his character and his energy and his talent without hampering re- strictions, the better. Under such a system the local affairs should be left absolutely to local management; those which have been confided to the state governments should be left there, and those which were lodged in the federal government should be fully exercised by it. Each in its sphere shauld be strong, self-suffi- cient, and proud and able to bear its own burdens and solve its own prob- lems. If one of such entities is per- mitted to intrude upon the sphere of another, it saps the strength of the latter, produce confusion, and tends to weaken the whole structure. Our nation is like one great human body composed of various parts, each of which not only performs its own func. tion but likewise contributes to the strength and efficiency of the whole. We are' thus citizens with local powers and responsibilities, state powers and responsibilities and na- tional powers andg responsibillties; and we can and should measure up to our full stature in each respect. Trustees for Human Family. “I often ficiently wonder whether we suf- realize the tremendous im- portance of this great experiment now being tried upon this continent; one that has greater potentiality for the happiness and welfare of mankind than any other known to history. We are in very truth trustees for the whole human family, in a very pecu- liar and full sense of that word. If, by greed, neglect or perverseness we permit this great experiment to fail, it will be many long ages before thos who come after us will be able embody a like spirit in any form giv- ing hope of success.
