Y. Middletown Man Dead. Centre Moriches, N. Y., April 9.— Two men were killed and two others injured late when an auto- mobile .in which the four were rid- ing overturned while traveling along Merrick road near here. The men who were killed were caught under the machine and were dead when taken aut, The other two were thrown to one side of the car. The dead are: I", C. Braden, 45 years of age of Haven; Antonio Ari- goni, 45 of age, of Middletown. The injured are Frank J. Libschik, of Brookhaven, N. Y., arm broken and cut and bruised about the head and body, and John MecGinnis of Middle- town, cut and bruised about the face {and head. Norwich, April 9.—President EI- liott of the New Haven road, in an address before the members of the Eastern Connecticut Development committee and Chamber of Commerce !last night, said in part: In an effort to obtain a platform upon which to place the New Haven financial structure, the campany has asked to have the laws of Connecti- cut, Massachusetts and Rhode Island amended in certain particulars so that the laws of these states will be in harmony. The reasons for this leg- islation and the changes proposed are us follows Short Term Notes, The New Haven company and subsid ¥, the Harlem River Portchester Railroad company issued and now oustanding in hands of the public, shart term amounting to $32,304,000 of which $29,399,0060, become due May 1, 1915, and $2,905,000 between that date and August 1, 1915, The New England Navigation com- pany, of which the New Haven is the sole owner, and for which it is re- sponsible, has, issued and now aut- standing in the hands of the public, short term notes of $20,000,000 due May 1, 1917. der the laws of Connecticut, Massachusetts and Rhode Island, there is no legal authority to dispose of this large debt in any way except: 1. Renew it from time to time for short periods. 2. To pay earnings. 3. Ta pay all or part of it from the sale of securities and other prop- erty that may be disposed of. Earnings Not Sufficient. Every effort is now being made to utilize the two last named plans, but the volume of earnings af the com- pany and the prices at which securi- ties and property can be sold under present conditions, are not such that any large amount of these notes can | be paid off in this manner. The company has, therefore, ap- plied to the proper authorities of Con- necticut, Massachusetts and Rhode Is- land the remedial leislation that, if enacted, would permit the adoption of some plan of permanent financing as follows 1.. By the issue of a preferred stock, provided that the holders of at least two-thirds of the present cap- {ital stock vote to adopt such plan. By the making of h mortgage which would permit the issue of first and refunding mortgage bands, from the proceeds of which the short term notes could* be paid off. The capital stock and indebted- ness 1ed and outstanding and pre- mium account on June 30, 1914, shall be validated. 6. The public service commission shall have power {o secure full infor- mation in regard to all of the com- ¥'s subsidiary corporations and their affairs, 7. The holders of convertible de- bentures shall have the right to sub- seribe for future issues of stock. The company shall be required to account to the public service com- mission for the proceeds of the sale of gecurities of its subsidiary companies. The laws suggested In Massachu- setts were drafted by the public ser- vice commission of that szate, and are unanimously recommended by them to the general court for passage in their report dated February 16, 1915, and are now before the railroad com- mittee of the house and senate. Rome, April 8, via Paris,—Caraso Eflendi and Midhat Bey, the first member of the Turkish chamber of deputies and the second former secre- tary of the Turkish committee of union and progress, are at present in Are ‘nied Rome. Referring to the Dardanelles, these two Turks today expressed conviction that they. could not be forced, even with a powerful army.
