Corporation Counsel Cooper report- ed an error in the bill as presented by the city, saying that it did not permit of a referendum to the people. Senator Klett took issue with Judge Cobper on the point of a referendum and said there had frequently been amendments to the charter without any referendum. He spoke in favor or three assessors, appointed by the mayor, one to be a permanent man. Senator Klett spoke in favor of a city court to do away with justice courts. Senator Kiett apparently leaned toward the rnajority report to the common council regarding the city court. Judge Cooper replied that the charter revising committee intended the incorporation of a referendum in its report. O. T. Certis expressed himself as in favor of the appointment of assessors. Regarding the number of assessors, e said at consolidation some of the city officials were in favor of nomn- partisan boards as it made all par- ties satisfied because of the distri- bution of plums. Mr. Curtis said the democratic par- ty is not entitled to more than one member of the board of assessors. He thought it should be left to the council to say whether an assessor shall be a full time man and what salaries shall be paid.
