New York, Jan. 28.—A shortage of 76,000 tons of food for the relief of Belgian refugees must be made up within the next three months by the commission for relief in Belgium or many people will perish, Vice Chair- man Landon W. Bates announced yvesterday to relief committees throughout the United States. The commission here was apprised of the inadequacy of the food supply by a cable message from London, which reads: “The commission is actually short "in the department for the feeling of destitute Belgians, 21,000 tons for February, 25,000 tons for March and 30,000 tons for April. The enforced transfer of food from the department for provisioning those who can still pay something for rations during the months is found to eat into our pro- visional capital serfously. “There are now 1,400,000 destitute and the actual cost of supplying and administering the canteens for the destitute now is $2,800,000 per month. The number of the destitute daily in- creases.” SOUTH CAROLINA’S NEW GOVERNOR IS BLEASE’S OPPOSITE Columbia, S. C., Jan. 28.—Governor Richard Irvine Manning, the new ex- ecutive who succeeds Cole L. Blease, is making plans to change many the things that Governor Blease's radical methods resulted in. For one thing, he will restore the state militia along government lines. He has no desire to fill the state penitentiary, but he wants to see criminals kept | behind the bars in accordance with a proper interpretation of the law, | tempered with a proper tion of mercy. Blease made a sen- | sational name for himself by pardon- ing hundreds of convicts.
