Richardson Submits Aonual Report to War Department. Washington, Jan. 8.—Further de- velopment of Alaska’'s system of roads and trails cannot be expected unless congress increases the allotment of funds, declares Colonel William P. Richardson, president of the Alaskan board of road commissioners, in his annual report today to the war de- partment. The funds allotted, he says, are now entirely consumed in repairing and maintaining the existing rcads. This, according to Colonel Richardson, will become virtually a fixed condition from year to year, with the amount of mileage now re- quired to be maintained, and although additional new projects, all more or less meritorious, are being presented { to the board every year, with petitions for aid, it is impossible for the board to respond, except to a very limited degree. Submits Extension Plan. Colonel Richardson has submitted a rlan for the extension of the roads cevering a period of three vears, with ar. estimate of $750,000 for the first vear, and it is earnestly hoped that | this plan may receive favorable action before the opening of next season’s work. While again disclaiming any inten- the projected Rchardson repeats the former state- ment of the board that no rapid or general development of Alaska will follow the construction of trunk lines of railroads to the interior unless pre- ceded or accompanied by the con- struction of many wagon roads and trails as feeders. Army Best Agency. Regarding the bill now before con- gress to create a general develop- ment board for Alaska, to open its resources, Colonel Richardson de- clares that “It is no egotism to say that no other agency of the govern- ment is more competent or better equipped for such tasks than the army,” and points to the extensive public works accomplished in Alaska in connection with the cable and tele- graph systems and the roads and trails run through the wilderness by the army, to support his statement. INTERNED AT LAS PALMAS. German Auxiliary Cruiser Otavi Now at Canary Islands, Paris, Jan. 8, 3:10 a. m.—A Madrid despatch to L’Information states that the German auxiliary cruiser Otavi has been interned at Las Palmas, Canary Islands. The German steamer Otavi arrived at Las Palmas on January 5. She was previously reported on December 3, as being as Pernambuco. There has been no mention heretofore that the Otavi had been converted into an auxiliary ecruiser, but it is likely that sne was used by the German cruiser Karlsruhe as a supply ship.
