C., April 8.—Con- gressman Donovan of the Bridgeport aistrict of Connecticut took another crack at the congressional pork bar- rel, o0 the floor of the house Mon- aay Afternoon. It will be remem- perel that not long ago he fired hut shot and shell at the rivers and har- port appropriation bill; yesterday, it was @ “public building” bill that he atpicked. fhe bill proposed to increase by 41,000 an earlier appropriation for a building for the post office at Mandan, i North Dakota. Of the original $55,000 appropriated, $12,000 has been spent for the site and there is about $39,000 evaildble for the building. The bill appropriated $11,000 additional. Early in the consideration of tho bill Congresman Donovan asked the bill's author, Congresman Norton, what was the population of Mandan and what its, postal receipts. Mr. Norton replied that the population was be- tween 5,000 and 6,000 and that the postal receipts were more than $15,000 yearly. I cannot understand the gall, so to speak, that prompts one to ask for such an appropriation.” commented Minority Leader Mann. Mr. Norton proceeded to defend the bill and spoke of the importance of Mandan as a rallroad center and as a growing town. . ““We don’t care anything about that, brother,” replied Mr. Donovan. “What we want are the population and postal receipts statistics. How do we know the gentleman (Mr. Norton) is fami- lar with the situation out there, when he does not know the census, when to be able to get hold of?” “I live near Mandan,” replied Mr. Norton. “I know its population is 5,000. They have recently established an Elks’ lodge there and the town must have 5,000 to get such a lodge.” “Are we putting up public buildings for Elks?” retorted Mr. Donovan. “The Elks get mail, the same as other people,” replied Mr. Norton. The discussion was taken up by others and the bill was finally passed. A similar bill came up a short time later, providing for a building out in Oregon, under $omewhat similar cir- cumstances. Mr. Donovan made a similar attack, asking that the mea- sure go over until more :information could be obtained. He was reminded that a single ob- jection prevented'the consideration of the bill at that time. Mr. Donovan ; apparently rose to object and some- | one engaged him in conversation | quietly. Meanwhile the house took up | consideration of the measure.
