Houseclean- Make your ‘| When this lease was executed (| was. due to the eombined COMMITTEE ALLEGES BIG SEAL FRAUD Court Action Urged After Three Year Investigafion. ‘Washington, April 3.—After an all- day struggle and after it had divided five to two on party lines, the house committee on expenditures in the de- partment of commerce late yesterday afternoon adopted a sensational re- port as a result of its three-year in- vestigation of the fur seal industry in Alaska. The filve democratic mem- bers of the committee recommended: That the attorney general be requested to take steps to collect the bond of $500,000 from the North American Commercial company and its sureties. This company, for twenty years prior to 1910, leased the Tribilof seal- . ing islands. That the attorney general be requested to institute civil pro- ceedings against Isaac Liebes of San [Francisco and the other lessees or their assignees to Te- cover such damages ‘“as he and his confederate did to the seal herd of Alagska from 1890 to 1910,” and to proceed against others “who may be or are also implicated.” Ji That the house turn over the testimony taken to the attorney general and ask him to proceed “as the law and evidence direct for the good of the public.” It is now up to the house to decide whether it should accept the Rother- mel or majority report and refer the matter to Attorney General Mc- Reynolds. Meanwhile, the republi- can members of the committee—Mc- Guire of Oklahoma, and Patton of Pennsylvania—will file a minority re- port flatly contradicting the con- clusions of the majority and opposing the reference of the case to the at- torney general. The Rothermel report asserts that when the American government took possession of the fur seal herd in 1867 and léased the seal islands for twenty years to the Alaska Commer- cial compgny, beginning in 1870, the herd consisted of 4,700.000 seals. How Seals Were Slaughtered, “During this lease—from 1870 to 1890—the lessees,” says the report, “took 1,856,224 seals, deriving a net profit ‘of '$18,763,911, while the net profit of the government was but $5,- 264,230, On March 12, 1890, a sec- ond lease was entered into with the North American Commercial company of San Francisco, for twenty years. there were about 1,000,000 seals the ‘islands. on effect of killing 100,000.seals annually on land since 1870 and the energetic prosecu- tion of pelagic sealing. “The conduct of the lessees, the North American Commercial com- pany, through its officers and agents, coupled with' the work of and the in- terest they had in pelagic sealing, so reduced the herd of about a million seals, that in August, 1910, the num- ber of seals on the islands did not, as officially reported, exceed 133,000. HOLLANDERS’ 82-88 ASYLUM STREET, HARTFORD, CT. 1910, discloses that the government has suffered a property loss of not less than $80,000,000, caused by the almost complete commercial ruin of the seal herd, while the net revenue received by the government under both leases amounted to $3,914,000. “Your committee finds that the second lease which the government entered into with the North American Commercial company Wwas obtained by fraud, in part having consisted in the filing of a false affidavit on the part of Isaac Liebes, president of the company.” The report then alleges that Liebes filed an affidavit with the treasury department that associate lessees pelagic sealing; were engagedl in that Isaac Liebes was aware, when he filed this afida- vit, that his associate lessees, Her- man Liebes, owned the schooner James Hamilton Lewis, and that this schooner had been outfitted by him and was illegally cleared in 1890 for hunting fur seals at sea. The report further alleges that Is&ac Liebes became part owner = of the schooner and that both Herman and Isaac Liebes, officers and stockhold- ers of the North American Commer- cial company, as owners of the schoon- er, “corresponded, combined, and con- federated with one Alexander Mec- Lean, known as a notorious British pirate, for the purpose of committing and did commit depredations on the high seas by way of unlawfully kill- ing fur seals belonging to the govern- ment of the United States.” The report expresses the opinion that the conduct of the officers of the North American Commercial company was such that officials of the govern- mefit should have revoked the lease and “prevented this great loss of, prop- erty.” The report goes on to say that on March 12, 1890, the North American company gave a $500,000 bond to the govern- ment to obey its laws and treasury regulations. It says this bond was signed by Isaac Liebes and H. B. Par- sons and also by the late Darius O. Mills and the late Senator Stephen B. Elkins as sureties. The report alleges that “the lessee company took 128,000 yearling seals in violation of law dur- ing their lease,” and ‘“that this was done in collusion with the agents of | the government on the island.” The report alleges that the taking of seals on the Tribilof Islands from 1910 to 1912 during the administra- tion. of ex-Secretary Nagel was con- ducted in the same manner and by the same officials as in the latter years of the leasing company.
