BE IT ORDAINED PBYV THE CITY COM- MISSIONERS OF THE CITY OF LAKELAND, FLORIDA : Section 1. That the city commissioners shall appoint some suitable person to be known as the inspector of piumbing and sewer connec- tions of the City of Lakeland. The said per- son shall have had at least FIVE years’ ex- peifence as a plumber, and he shall not be erzaged in the plumbing business during his term of office, either dircedy or indirectly, »nd his salary shall not be less than FIFTY DOLLA per month. Section 2. There shalli be appoiuted by the city commissioners a board of piumbing ex- aminers, consisting of one commissioner, one master plumber, and one journeyman plumb- er who shall act without pay, and whose du- tics shall consist of passing on the qualifi- cations of all persons who desire to engage in the plumbing business in the City of Lake- land. This examination shall satisfy the said board of examiners as to the applicant’s qual- ifications as a plumber and his familiarity with the plumbing regulations of the city of Lakeland. The plumbing inspector shall act a3 secretary of sald board. Section 3. It shall be the duty of said board to authorize the city clerk to issue li- cense to competent plumbers, but before en- gaging in business he shall file with the city clerk a bond in the sum of one thousand dol- lars, to be approved by him, and payable to the city of Lakelend, Florida, for the fmithfil discharge of his duties as plumber in accord- arce with the provisions of the city ordinances regulating same. Section 4. It shall be the duty of the in- spector to see that all provisions of this or dinance are conformed to. Wherever the word inspector occurs, the same shall be under- stood to refer to the inspector of plumbing and sewer connections. Section 5. There shall be charged and col- lected by the city an inspaction fee for all old, new or remodeled plumbing inspected in the city of Lakeland. The fee shall be two dol- lias for each sewer ccnnectiou, and one aol- lar and a half ($1.50) for the first fixture or waste opening and fifty cents for each ad- ditional one, and seven and a half dollars (7.50) additional for sewer connections in the paved district, The inspector shall have two office hours per da ¢ in the morning and one in the evening—and any plumber want- ing Inspection made shall notify the inspector in his omfice hours; and the ‘nspector shall inspeet all work that he is notificd of in his said cfce hours before the fo'towing office hours whenever practical. Section 6. No person shall proceed with any portion of any plumbing, driinage or scwer work, extend or alter old or new work (except necessary repairs) until he has filed at the office of the inspector a plun showing the location of all fixtures and the run of all waste pipes, said plan to be approved by the inspector before any work is started, also #iving a_complete description of building, lo- cation of same, the name of owner, and the street number of building; and puid all in- spection fees to the city herein provided for. Section 7. The plumbing inspector is to be the judge of the quality of the material and workmanship, according to the ordinance. Sectlon 8. The inspector shall have the privilege at any time of entering and in- specting the plumbing and drainage of any premises, and if the same are found to be in an unsanitary condition ,he shalr order the same altered to conform to the provisions of this ordinance. Any person, firm, corpora- tion or assoclation failing or refusing to make sald alterations for a period of fifteen days after such notice, shall be punished as here- inafter provided. Section Y. Where it is destrable to connect old plumbing with the city sewers, the plum- Ler contemplating doing such work shall no- tify the inspector who will inspect such work and notify the plumber what alerations will be necessary to place the work in an accept- able condition for connection with the city sewers. All plumbing work in buildings {shall be tested by the plumber in the pres- ence of the inspector, by the water or smoke ‘lest. as he may deem best under the circum- {siances, and to his satisfaction; and when | the work does not stand the test prescribed, { connection with the city sewers will not be i permitted, but the plumbing shall immediately le put in such condition that it will stand said test_ Section 13, On all old work where it would inconvenient to apply the water test, the E e test will be sufficient. Section 14. No waste or back air pipe shall Le tapped into a soil pipe, but shall be in- serted with the proper fittings. Section 15. All joints between lead and Lrass on any part of the plumbding where sol- lder is used shall be full wiped jolnts; no | wiped cup joints will be allowed. Section 16. All joints on cast iron pipes shall be packed with oakum and molten lead properly caulked. All joints between lead |and cast iron pipe shal be made wi.h brass ferules proper'y wiped on the lead pipe. Section 17, All wasté pipes from sinks, bath tubs, wash basins, wash trays and slop hoppérs shall be provided with strainers. Section 18. Cast iron pipe shall not be used belween terra-cotta or vice versa. All soil or waste pipe shall be of cast-iron tarred, brass or lead. Wrought iron pipes shall not be used for soll, waste or vent pipes. All soil pipes shall not be less than four inches in- side diameter, and shall be continued same size above roof, and as remote from the windows as possible. Section 19. No waste, revent or backalr pipe shall be less than two inch pipe, except in case ,where lead is usea, when one and one-half “D” lead pipe will be allowed, and all waste and vent pipes shall be installed in buildivgs in what is known to the trude as the continuous waste and vent system and no closet shall be allowed over three feet from stack, center measurements, ana other fixtures wo feet except bath tub which is hereinafter provided for, Section 20. Soil, waste and vent pipes in an extension shall be extended on2 foot above eaves of roof of main building, when other- wise they would open within fifteen feet of the or, window or ventilator of the main house or an adjoining house. Section 21. No holes will be allowed to be cut in any cast iron or terra-cotta pipe 1or any purpose, which cannot be properly closed with plugs. Where it is necessary to open a pipe, the broken pipe will be removed and a anout be put In instead, that it may be ble for future use. Section 22, Cast iron, soil, drain and waste pipes shall connect witn terra-cotta pipe not less than two feet from the building, and not less than ten inches underground. *Section 23. The arrangement of soil, waste, back alr and ventilating pipes shall be as di- rect as possible. All changes in direction in horizontal soil, waste or drain pipes shall be made with Y fittings, suitable vend and clean- out. g Sectlon 24. All cast iron, soil, waste or re- vent pipes shall be properly secured or sup- ported with satisfactory hooks or hangers. Double-hub fittings shall not be used on cast iron, soil or waste pipes. Section 25, All branches on soil pipe waen over fifteen feet from main Ilne shall be ex- tended same size one foot above the ecaves of the roof. Section 26. All horizontal four-inch cast- iron pipes above or below the grcund shall have Y fittings, the placing of which is left to the discretion of the inspector. Y’s to have four-inch brass tap screws inserted inside, and to be placed on the main line not over thirty feet apart for the purpose of cleaning the stume when stoppage occurs. Two-inen cast {iron pipe to have cleanouts In them the same as prescribed in this section except not over twenty feet. Y fittings and cleanouts shall be placed at the bottom of all four-inch and two-inch cast iron stacks. Section 27. Each fixture shall be separate- 1y trapped as near the same as possible, and ach trap shall be ventea by a plpe not less than the size of the waste pipe, except a four- inch (rap, when a two-inch revent pipe will be sufficient. Revent pipes may be run sep- tely, or may enter the soil pipe three feet ve the floor on which the highest fixture s located, Section 28. Where there are two closets on oune stack, or one closet on first floor and one on the second floor the closet on the lower floor need not he vented, Provided, there are no more than four fixtures with one and one- hatf inch openings on the floor above on the wme four-inch stack, but where tnere are two tosets above one, the lower one shall be re- vented. Section 31, Traps shall be placed as near the fixtures as possible, and in no place shall the traps be more than two feet from the ifxture, except a grease trap which shall be cix feet from the sink. Section 32. Waste from kitchen sinks in boarding houses, restaurants and hotels shall e, provided with a suitable grease trap which <hall be installed under the supervision of the inspector. Wash racks in stables and garages shall be provided with a properly constructed sand trap which shall be constructed only un- der the supervision of the inspector. Section 33. All baths above first floor shall be provided with drum traps, and shall have clean outs above the floor. When baths are located on the fiist floor and the plumbing is inclosed, the drumtrap shall also be provided. Section 34. Wooden washtubs or sinks <hall not be placed inside of buildings, but tubs and sinks shall be of non-absorbent ma- terial, Section 35. Waste pipes from refrigerators, safes, ice boxes and beer coolers shall not connect directly with soil or waste pipe. but shall discharge into an open sink properly trapped. sx:el::(lnn 30. All drains connecting with main sewers in street shall not be less than four inches, and of cast iron or terra cotta ipe. pl.:'oecuon 37. Material of drains in streets, or underground yard drains shall be salt glazed, vitrified sewer pipe, burnea mard entirely through, homogenious in texrure, free from flaws, and perfectly smooth on the inner side, or cast iron pipe properly treated against cor- rosion by immersion in hot coal-tar or some other process approved hy the inspector. Section 38. All drains and horizontal soil and waste pipes shall have a grade of not less than one-cighth of an inch to the foot Section 39. Hydraulic elevators, water mo- tors, floor drains, spittoons, and other sim- ilar fixtures not mentioned, may be connect- ed with the sewer only as the inspector may direct, the surrounding eircumstances govern- ing the same. Floor drains, and shower baths shall be considered fixtures and shall be pro- vided with a deep seal trap, cleanout and strainer. Boll traps will not be allowed. SEWERAGE Section 40. Rain water leaders shall not con- with city sanitary sewers. Rain water leaders when connected with private sewers <hall have cast iron traps and cast iron pipe five feet ahove ground. Section 41. It shall be unlawful for any per- son, firm, corporation or assoclation to injure the sewer, fixture or appurtenance to the sewer, or to deposit any garbage, offal or re- fuse matter of any kind in any catch basin, manhole or other fixture of the cily sewers Section 42. Where it s desired to use old sewers to connect with the citv sewer, thev must be uncovered for inspection, and if found to be in bad condition, their use will not be permitted. Section 43, It shall be the duty of all plumbers or d rain layers in the city of Lake- land, when a contract is taken by them to connect any bullding or prenw=es with the citv sewers, to begin work under such contract within ten days from date the permit is issued and to complete the work according to the rules and regulations herein prescribed in as short a time as may be practicable and con- sistent with thorough workmanship. Section 44. All closets and fixtures shall be on the connection for the house mentioned in the permit. Section 45. All the work and materials or apparatus mentioned or implied herein shall be satisfactory to the inspector, Section 46.
