Gilchrist Gives Views On Important Matters —— Every persons in Florida having the interest of the organized milittz at heart should give this careful at- tention: Punta Gorda, Sept. 10, 1914, To the Editor of the Telegram: While governor 1 recommended that the Legislature pass an act direct- ing the governor, attorney general and secretary of state to publish with the proposed constitutional amendments the manner in which present constitution, so that the voters could decide which was the better, the present comstitution or the proposed amendments. The Legislature did not see the necessity for such an act. So far as I know no one has shown it. I ncw propose to show it. In the proposed amendment re- tes |lating to section 16 of article 4, the it yrank of adjutant general is changed from major general to that of briga- | Act approved June 5, 1913. The jsalary of the governor was fixed at $6,000 a year. It thus appears that | the salary of the governor which originally under the constitution lwas only $3,500 without a mansion, has been raised to $6,000 with a mansion, in saving rent, practically doubling the salary of the governor. The salaries of all the cabinet offi- cers have been raised from $1,500 or $2,000 to $3,600 a vyear, practi ally doubling their salaries. The | salaries of the justices of the su- preme court and of the circuit judges have not been increased. They should be raised. Very truly yours, ALBERT W. GILCHRIST. Oa In this issue of the Telegram Former Governor Gilchrist makes a logical plea for raising the salaries of the judges of the supreme court of Florida and of the various cir- cuits. By comparison with the sal- aries paid the other state officials at Tallahassee it seems clear enough that they are not fairly compensat- ed. A niggard policy with the sal- aries of the men who carry the whole burden of the judicial depart- ment of the State government upon their shoulders and wha are pre- sumed to Dbe officials profoundiy learned and of high perscnal worth and character, must be very dis- couraging to the judges who render this very important service, and properly qualified men wno accept such positions can only do so to shall provide by law fo the care and custody of all county funds, anu shall provide the method of report- ing and paying out all such funds.' Proposed amendment to section 1 of article 5. ‘In addition to the present constitution this provides for a court of record for Escambia county and “suchy other courts or commissions as the Legislature may from time to time ordain and es- tablish.” “The Legislature may pre- scribe the compensation of the jus- tices and judges of the several courts, but no court heretofore cs- tablished under the constitution and laws of Florida shall be herehy abolished.” Under the present con- stitution the salaries of tne justices of the supreme court and of the cir- cuit court judges are fixed by the constitution. Under section 9, ai-| ticle 5 of the constitution the sal- ary of the justices of the supreme court and of the circuit court judges are fixed by the constitution. Under section 9, article 5 of the constitu- tion the salary of the justices of the supreme court is fixed at $3,000 a year. The salary of the cireuit judges is fixed at $2,500 a This is entirely too small. Section 29 of article 4 of the constitution fixed the salary of the governor at §3,500 and the various cabinet of- ficers from $1,500 to $2,000, pro viding, however, that eizght years from the adoption of the constitu- tion the Legislature might increase or decrease any or all of these sal- THE TEXAS AUEIORIUM AL NEXT WEEK The Hichest Priced Act That Was Ever Been to Lakeland Quartette Sincing, Nov elties, Witty Comedy Most remarkable Watch ”] offer ever made inthis city Join our South Bend Watch Club d on easy terms at the lowest ‘::as?xnprli’:g You have always wanted to own a high grade watch—a watch you could absolutely depend upon for accuracy — 2 % of your friends— acy — a watch that would be the envy glere irsI your opportunity., lans have just been completed that permit us to sell high grade South Bend watches on easy payments at the cash rock bouon? prgicr:. % their pecuniary disadvantage. or decrease any or all of 4 The {24 e these salaries.
