An ordinance to regulate traffic on the atreets of the city of Lakeland and prescribing penalties for the violation of the provisions thereof _ Be it Ordained by the City CGouncil of the ®ity of Lakeland, of Florida. Section 1. The term ‘“vehicle” wherever it appears in this ordinance, shall apply to all modes, other than railways, of transportation of persons, baggage or merchandise or other property, whether by being pulled, pushed or otherwise propelled; and the provisions of this ordinance, relating to vehicles generally, so far a8 applicable, shall be held to apply to ani- mals whether led, ridden, or driven upon the atreets of said city Section 2. Vehicles in motion shall be kept to the right of the center of all streets, and when meeting shall be made to pass each oth- er to the right, and when overtaking another vehicle, shall be passed to the left of the ve- hicle so overtaken- Section 3. When turning into another street, #f turning to the left, the vehicle so turning shall be passed to the right of the center of the fntersection of the streets before turning; and # turning to tne right the vehicle shall be made to turn the corner as closely, as prac- sicable. Section 4. No vehicle shall be made to Qross any street except at street intersections, mor shall any vehicle be turned within any mtreet except at street Intersections, and then enly by turning to the left around the cen- fer of such intersection. Section 5. No vehicle shall be made to stand with its left side to the curb nor backed ap to the curb of any street adjacent to busi- mess establishments, except when actually Soading or unloading; nor shall any vehicle Be stopped or made to stand within the inter- sections of any streets except in cases of smergency; and no automobile shall be “parked” on Tennessee avenue between Main street and Cedar street; no vehicle shall be caused to stand for a longer period of time than fifteen (15) minutes on the following atreets, to-wit: - Pine, between Florida ave- aue and Massachusetts avenue; Kentucky ave- aue, between Pine and Main streets; Main street between Massachusetts and Florida ave- nues, Section 6. It shall be unlawful for any person to run an automobile, motor cycle or Bdeyele on any street of the city of Lake- fand within the fire limits thereof at a greater 3 F street of the City of Lakeland outside of the | fire limits, at a greater rate of speed than 15 miles per hour; provided that poiice motor- cyeles and Fire Department vehicles, in cases of emergency, may exceed the rates of speed herein provided; and provided further that ! practicing phy ans of sald city upon whose automobiles all be plainly displayed the Red Cross sign, who may be responding to some call when human life is in jeopardy, may exceed the rates of speed aforesaid to such reasonable extent as may be necessary under the circumstances. Section 7, Every automobile used in the City of Lakeland shall be entered of record by the owner or the persons having the cus- tody and control thereof, in a book for that purpose to be kept by the City Clerk, in such marner as to show the name of the manu- facturer, the horse power, motor power, seat- ing capacily, and name of owner or persons having its custody and control. Every auto- mobile shall then, by the Clerk be given a number, which shall be hung, stamped, painted or otherwise affixed to such automobile in fig- ures not less than three inches in length and two inenes in width, in such manner as to be plainly visible from the rear of such automo- bile, and it shall be unlawful for any automo- bile to be run or operated in the City of Lake- land before such number shall beso affixed. Section 8. It shall be unlawful for any person to operate any automobile, motor car or motor cycle within the City of Lakeland, unless the same be provided with a sufcient brake in good working order, and with a good horn, gong or bell. Section 9. 1t shall bhe unlawful to operate any automobile upon the streets of the City of Lakeland, within the period of one-half hour after sunset and one-half hour before sunrise of eéach and every night unless such automobile shall be equipped with two lamps showing white lights visible at a distance of three hundred feet ahead, and shall show a red lizht from the rear; and shall have a light so djusted as to shine upon and make visible the number of such car; and it shall be unlaw- ful to operate any motor cycle upon the streets of said city within the period of time above described for automobiles unless the same shall be equipped with a lamp showing a white light a distance of one hundred feet aheud. Nection 10. It shall be unlawful to run or j operate any automobile or motor cycle in the Section 11. It shall be unlawful for any chauffer or driver to run or operate any au- ' tomobile or motor car within the City of Lake- land, without the knowledge or consent of the owner thereof. Section 13. Any person driving an automo- bile, motor ¢ or other mator vehicle in the City of L; and, shall at the request or signal, by putting up of hand, of any person, riding or driving a restive horse or other restive animal, cause such automobile, motor cvele or other motor vehicle, to come to an immediate stop and so remain with as little noise as possible as long as may be necessary for the safe passage of such horse or other animal. Section 14. Any person wno n driving any motor vehicle in the City of Lakeland, shall be a party to an accident whereby any person, animal or other property is injured, shall im- medlately stop and give his or her name and address and the number or description of the automobile or other motor vehicle driven by such person, to the other person or persons whose person or property might be injured ; and in the event of the death or disability of Ilhe injured person or persons, shall report the accident or collision to the City Clerk of the City of Lakeland, within the next twnty-four (24) hours thereafter. Provided this section shall not apply to vehicles of the fire depart- ment of the City of Lakeland. Section 15. Any or all vehicles of the fire ' department of the City of Lakeland shall have j the right-of-way over all streets of sald city |.’md It shall be the duty of all persons other- | Wise nsing or occupying the streets to prompt- | 1y clear the streets for the passage of such ve- Uhicles. It shall be unlawful for any person to drive over or upon any fire hose in use by |the fire department in the City of Lakeland. i Section 16.
