He favors the recall of administrative officers; but he be- lieves that the cure for those evils which afflict our judiciary is to be found deeper than anything that a recall can touch, says Minneapolis Journal. The influences which cause thls' election of bad or inefficient judges would not be altered by the recall, but would frequently put into the seat of the recalled judge just such another sort of judge. The recal, therefore, would not be an adequate remedy. The adequate remedy lies deeper. Governor Wilson expressed his be- lief in the frequency of corrupt or ll:lfluentlnl persuasion upon our judges and courts. There have been instances, no doubt, of the same. But we are disposed to believe that the great majority of perversions or lapses of justice occur, not so much by reason of evil practice of the judge, as by reason of his slavish, { unmodern adhesion to technical pre- f(‘vdcnt. his mandarin worship of the i letter ang his sacritice of the spirit to the letter There is something (he matter with American justice. 1t is too i hard to get, too long delayed, toe ex- pensive, and too dependent upon iu':-lmi«ul correctness, But because there is something the matter does rot justify us in applying an off- hand, hasty remedy. Then all it needs s a skilful little shake to scatter the powder, and its delicate threads are as fresh and clean as when first woven. O New Hat. A rather large and very smart type of hat which is being worn by well- dressed women, is of a good make of whita felt, and is shaped something like an inverted soup plate, the brim being turned down all around. This is trimmed with a rather broad rib- bon in bright Coalport blue with a black “stippling” at the extreme edge. while the same shade of blue in fine etriw provides the lining of the brim, and makes a pretty frame to the face cf the wearer, "O'WW =3 Many Patent 1t all the docunmicn putout ofiice at Washing ple d end to end t wenld forn a gtrin et vonld reaeh around the earth three tinwes, h‘i}i*-Si}Lbu‘,-‘ b "»t‘.
